With the continuous development of China’s social security undertakings,the expansion of coverage,the improvement of overall planning,the increase of service projects,the improvement of social security system,the number and quality of public services undertaken by grassroots social security agencies have reached new heights.Grassroots social security agencies bring great pressure and challenges,and improving the service capacity of social security agencies is the top priority for building and improving social security agencies.In recent years,Nanning City of Guangxi has issued a number of documents related to social security.N District of Nanning,as one.of the urban areas of Nanning,actively builds and develops grassroots social security agencies under the leadership of the Municipal People’s Social Security Bureau;There are still many problems in the social security agencies of the X District.These problems restrict the implementation of social security policies by the handling agencies,which has a major impact on the development of social security in China.Therefore,this thesis relies on the "Study on the Grassroots Social Governance System and Governance Capability" project,from the perspective of structural functionalism,based on the theory of public policy implementation.First of all,by reading the literature,we understand the reform process of China’s social security system since the reform and opening up,simply sort out the development of China’s social security management at various stages,and briefly describe the implementation of the new social security system in the country.Collecting field data through questionnaires and interviews,taking the social insurance agency of X District of Nanning City as an example,starting from the internal management ability and external service capability,mainly from the organizational structure function division,financial support,business In terms of processes,etc.,understand the development status and internal management capabilities of the local grassroots social security agencies,and adopt the SERVQUAL theoretical model to obtain the five aspects of the resident’s external service capabilities to the respondents(tangible,reliable,responsive,and guaranteed).Sexuality and empathy)The perceptual value score and the expected value score were statistically analyzed,supplemented by the data obtained from the structural interviews.The analysis revealed that there is a gap between the actual service capacity of the social security agencies in N District of Nanning and the residents’ expectations.The study found that the social security agencies in Nanning X District mainly existed:the distribution of powers and responsibilities was unclear;the staffing was improper,the workload of the managers was heavy,and the mobility of the managers was large;the project funds were insufficient,the social security funds were low in transparency;and the service level was low.The business is sinking slowly and so on.Finally,on this basis,it is proposed to put forward rationalization proposals for the development of grassroots social security agencies in N District of Nanning,such as reforming the organizational structure of the handling agencies,clarifying the distribution of powers and responsibilities of the handling agencies;reforming the personnel system of the handling agencies,and strengthening the handling Institutional talent development;broaden the funding sources of the handling agencies,strengthen the management of the funds of the handling agencies;optimize the handling procedures of the handling agencies,and accelerate the sinking of the business of the handling agencies.
