| For more than forty years of reform and opening-up,the people’s livelihood security efforts more and more national attention,people’s attention to the guarantee of the livelihood of the people also more and more high,among them,the social insurance system reform is an important part of the cause of reform in our country,but also to sustain the whole reform and national economy sustainable development and social stability important system guarantee.At present,China is in the process of economic transformation and social transformation.The reform has entered a crucial stage and reached a critical period of development.In the future,social insurance will continue to play an important role in social governance.Social insurance is vital to the improvement of basic people’s livelihood,social equity and justice,and is an important manifestation of the realization of equal access to basic public services.At the Sixteenth National Congress of the Communist Party of China(CPC),the construction of the social security system has been upgraded from a supporting measure of economic system reform to an important content of ensuring and improving people’s livelihood and an important goal of building a well-off society in an all-round way.The 19 th National Congress made it clear that "we must ensure and improve people’s wellbeing through development,strengthen weak links in the course of development,promote social equity and justice,and make continuous progress in ensuring that people are provided with childcare,education,employment,medical care,old-age care,housing,and support for the weak." The report mentioned education,housing,social insurance and other issues related to people’s livelihood.However,education is staged,housing is a unit of family,and social insurance,as the most direct reflection of people’s livelihood,runs through people’s whole life in terms of system design: Pregnancy antenatal examination of newborn,students’ health care-issued by the health care workers-retirement-after the occurrence of inductrial injury compensation-unemployed insurance gold to pay-death after funeral issue-dead worker make offerings to relative pension allowance,to the people with the most intimate,can feel the care and service,the social insurance record life,safeguard life,service life,the people have education time,sickness,injury disease,and death.Social insurance accompanies people’s whole life,so in a sense,it can be said that social insurance is the biggest livelihood.First of all,under the background that the Chinese government attaches great importance to people’s livelihood and accelerates the transformation of government functions,this paper introduces the significance of the topic selection of this paper.Orgnaization of social insurance agency responsible for specific implementation of each society insurance policy,the implementation of various social insurance system of "the last kilometer" functions,management ability and service level of orgnaization of social insurance agency with units of ginseng,ginseng protect the interests of the masses has a very close relationship,directly affect the masses of career satisfaction evaluation of social security,affect the progress and development of the undertaking of social security,the relationship to the current government "turn style,solution Min You" concrete function orientation of the transformation.It is an unshirkable duty to promote the reform of social security in order to fulfill the government’s work requirements of further simplifying the credit card and making it more convenient for the people,and to conform to the goal of building a service-oriented government.It is necessary to adopt a package of comprehensive reform means from top-level design to system construction,from personnel allocation to service concept,so that the management and service level of social insurance agencies can be promoted to a new level.Secondly,this paper uses literature research method and electronic file collection method to carry out practical research on the management service capacity construction of social insurance agencies.After years of exploration and development,the social insurance agencies in X Province have realized the development process from scratch and from start to perfect,and the social insurance work in X Province has made great achievements.But instead to push deeper with the pace of reform,the deepening of the economic transformation and the rapid development of the social insurance business,the people of the facilitation of social insurance public service,personalized,diversified and convenient,fast and efficient service demands more and more urgent,to orgnaization of social insurance services has higher requirement of informatization,standardization and specialization.However,the existing management service mode and service efficiency in X Province can no longer meet the new requirements of the central government’s reform of "release,control and service" and the new expectations of the public service from the masses.A series of problems resulting from this have aroused the high attention of the government departments of X Province.Orgnaization of social security management institutions in the advanced provinces and cities in the service mode of the research found that as an advanced area S of city society insurance agency orgnaization,whether its management mode and facilitation,informationization,humanized service mode won the ginseng protect unit and ginseng protect the high satisfaction of the masses,and as the advanced experience of being clubs of nationwide promotion.This paper takes the social insurance agencies in X Province as the research object,S City as the target of the standard analysis,and summarizes the deficiencies and bottlenecks existing in the management and service level of the social insurance agencies in X Province.It needs to be noted that the two objects of the standard analysis in this paper,S City,is a sub-provincial city,and the Social Insurance Bureau of X Province,as the most representative agency of X Province,especially refers to the agency at the provincial level.The Social Insurance Bureau of S City and the Social Insurance Bureau of X Province are both first-class social insurance agencies with the system of deputy department level.Through system sorting and operation research,it is found that a series of problems have arisen in the practice of social insurance agencies in X Province.The specific performance is as follows: the establishment of institutions is not unified,the number is large,and the management cost is increased;Five insurance decentralized handling,handling procedures and standards are not the same,low service efficiency;Information systems developed in different regions have different standards,resulting in repeated construction of information systems,forming information barriers,and increasing the difficulty of information sharing and handling in different places.The staff load is large,and the human resources have not been allocated scientifically and effectively.These problems,to a large extent,hinder the improvement of the management and service ability of social insurance agencies in X Province.In recent years,the service reform of the institutions themselves is also superficial,and has not played a more obvious effect of the reform.The insured people still report that the business is not smooth.Finally,based on the situation of X province,the author draws on the advanced experience that S city can refer to and learn from,and puts forward some suggestions to the social insurance agencies in X province: strengthen the top-level design from the reality,and integrate the resources of the agencies;Scientifically and dynamically allocate the number of personnel,and effectively strengthen the training management of handling personnel;We will improve the public service platform and promote standardized services.Using a variety of information means to promote service sinking;We will adjust and optimize the current handling management system and service measures,and establish a scientific,efficient,fair,just and convenient social insurance handling management service system. |
