With the continuous development of modern social economy and the increasing aging population,the aging phenomenon is becoming more and more serious.Aging is the common population development trend facing the current human society.As the most populous country in the world,China is undergoing the process of population aging,which is the largest,longest lasting and fastest growing in the world.In the case of the old-age service,especially the rural old-age service system is not perfect,the aging in advance has brought a huge impact on farmers,but also increased the difficulty of solving the problem of rural old-age care,elderly care,especially how to provide for the aged in rural areas has become a problem we must face and pay attention to.The number of rural elderly population in hunan province has been on the rise compared with the past.Based on the field survey part of the rural areas of hunan province,based on supply side structural reform theory,by the methods of field investigation,literature research and descriptive study method,analysis of the current situation of hunan province rural old-age service,an overview of the basic situation of rural old-age population in hunan province,the situation of demand and the challenges faced by family endowment function,from the family pension,pension and social pension state analysis in three aspects: the supply side of the status quo of hunan province,points out the structural problems of endowment service supply side of hunan province,and analyze the existing problems of the main influence factors,on the basis of this,Put forward the path of supply-side structural reform of rural pension service in hunan province: demand-oriented,expand effective supply,develop multi-level pension service,strengthen pension service function,innovate service content,expand elderly pension service demand,and effectively combine supply-side and demand-side regulation;We should increase government input,strengthen the guiding role of fiscal funds,integrate the human resources of rural old-age care services,improve the system of talents for old-age care services,improve the basic environment for rural old-age care,scientifically allocate the hardware facilities and equipment for rural old-age care services,and adjust the factor structure on the supply side.To promote the form of government purchasing services,guide social participation,build a diversified pattern of rural old-age care services,and adjust the supply-side supply structure;We will improve the quality supervision of old-age care services and the standardized management system of old-age care institutions,improve the policy system supporting old-age care services,give full play to the role of the market mechanism,and adjust the institutional structure of the supply side.By promoting the supply-side structural reform of rural old-age care services,we will improve the old-age care service system for rural elderly people and provide them with high-quality and diversified old-age care services that are more comprehensive,closer to the actual needs.
