Research On Local Government's Promotion Of Grain Supply-side Structural Reform Under The Background Of Rural Revitalization Strateg

“Food is the paramount necessity of the people.” Food remains the most basic means of survival for human beings.In the national economy,the basic position of agriculture is highlighted by the production of food.China’s food has made a historic change from “not enough to feed people” to “more than enough to feed people well”.However,individual varieties of food still need to be imported in large quantities,and the reason for which is that the current supply of food in China has turned from a total shortage to structural contradictions.Consumer demand for high-quality food continues to increase while the domestic supply of quality food is insufficient,and so on and so forth,resulting in a phase of grain oversupply and undersupply coexist.This also directly leads to the slow increase of farmers’ income,which brings difficulties to the work of poverty alleviation in China.Therefore,at this stage it is of great significant for local governments to learn how to promote structural reform on the supply side of grain,improve the quality of grain supply and realize the rural revitalization strategy.Through the research methods of questionnaire method,interview method and literature method,this thesis integrates and summarizes the initiatives and effectiveness of L city government in promoting the structural reform of grain supply side in the context of rural revitalization at the present stage by using the three theoretical systems of Marx’s supply-demand balance theory,innovation-driven theory and new public management theory and summarizing the data from each perspective material.Through specific empirical analysis,the problems that arise in the process of promoting structural reform on the supply side of grain by L city government are identified,and then the causes are analyzed based on the specific actual situation.Specific reasons include: the lack of in-depth food structure reform due to insufficient efforts to promote agricultural knowledge in the agricultural sector;the lack of government information sharing platforms for food supply and demand due to excessive government reliance on the sharing role of market information;policies,funds and food prices affecting farmers’ planting enthusiasm;the lack of production infrastructure security due to the failure to reflect the effectiveness of modernized agricultural production;and inadequate supply of rural financial services products due to the lack of a comprehensive agricultural financial service system.Five countermeasures are proposed to the local government for the causes of the problem: increase the promotion of agricultural technology,including knowledge of grain structure patterns and industrial integration;strengthen the construction of agricultural information sharing platform,promote the construction of information infrastructure,and broaden the publication channels of supply and demand information;improve the relevant policy system,including the grain subsidy system and grain storage system;enhance the level of modern agriculture with scientific and technological innovation;optimize the financial protection system,such as using institutional regulation to improve the agricultural financial service system,or increasing the area covered by agricultural insurance through government leadership.These countermeasures provide a certain theoretical basis and reference significance for their own and other regional governments to promote structural reform on the supply side of grain,guarantee the healthy development of L city’s grain industry and food security issues,and contribute to the new progress of rural revitalization in L city.
