With the acceleration of the progress of the elderly population,the issue of old-age pension has become a common problem of people's livelihood and a hot topic that people pay attention to.China entered an aging society in 1994,and has been developing rapidly since then.The unique reality of large population base,fast development,old age before wealth,and old disease makes China's old-age pension situation extremely severe.Weifang City entered the aging society simultaneously in 1994 and entered a rapid development stage since 2011.By the end of 2017,the elderly population aged 60 and above in Weifang City reached 1959,022,accounting for 21.57 % of the total population.The aging rate of the population exceeds the average level of the whole country and the province.Old-age task heavy,pressure has become a pressing issue that can not be ignored.Taking effective measures to deal with the aging of the population and provide quality and efficient old-age care services is not only related to the quality of life of the elderly,but also to social stability.In view of Weifang's severe old-age care situation,the paper combs and summarizes the present situation of the old-age care management in Weifang City,and summarizes its main practices and achievements.On this basis,we choose the perspective of supply-side structural reform and use public management theories such as demand level theory,welfare pluralism theory,and new public service theory.This paper summarizes the four main problems in Weifang's old-age care service,such as the imbalance of the supply principal responsibility,the imbalance of supply structure,the shortage of talent supply,and the insufficient policy support.Then,according to the specific problems,the root causes of the problems are discussed from four aspects: the supply subject,the supply structure,the supply of talents,and the supply of policies.On the basis of Weifang's actual situation,the author puts forward four countermeasures to give full play to the active role of various supply bodies,optimize the supply structure of old-age service,strengthen the supply of old-age service personnel,and improve the supply policy of old-age service.In the hope of optimizing Weifang old-age service management to provide feasible ideas..The thesis used the method of field interviews to make a field understanding of the relevant situation of old-age care management in Weifang City and collect first-hand information.Theoretical analysis is used to analyze the existing problems in depth,so as to find out the root causes of the problems and put forward countermeasures and suggestions for solving the problems in the management of old-age care.
