With the acceleration of the pace of urbanization construction in China and the continuous improvement of residents ' living standards,the demand for public services presents the characteristics of diversification and heterogeneity.In the face of diversified and heterogeneous public services,the Government's supply capacity has gradually declined.As one of the main entities of modern governance,Community voluntary service organizations were involved in public governance,which makes up for the shortcomings of the government and becomes a new force coming into historical stage.However,the development of Community voluntary service organizations in China is still in the initial stage,and among various obstacles in the process of development,the sustainable development of the Organization stands as the most protruding issue.The dilemma of the sustainable development of Community voluntary service organizations is mainly reflected in the imperfect of management system,limited sources of funds,disorder of human resources management,the mobility of volunteers,unreasonable membership structure,etc.,which has almost stagnated to realize the strategic vision set by the organization.Thus the development of Community voluntary service organizations has entered a "historical cycle" which also hindered its sustainable development.Establishing and improving the long-term development mechanism of voluntary service,and boosting the normality and sustainable development of voluntary service are the inevitable requirement and practical need of the sound development of voluntary service in our country.Taking the Y Volunteer Association of Zhangshu in Jiangxi Province as an example,this paper takes the theory of government failure,the theory of civil society and the theory of third party management as the theoretical basis,adopting the method of literature research,deep interview and participatory observation from the aspects of government support,personnel participation and the construction of Community voluntary service organization itself.Through case study of the Community voluntary service organizations development status,difficulties encountered and the causes,disadvantages,opportunities and dilemmas of Y Association,aiming to proposesustainable development countermeasures and suggestions.The further stage of Y Volunteer Association needs to focus on two aspects,namely the internal part and the external part.At the management level,as the internal part,the Organization should improve the internal management structure,pool and cultivate talents on board,and improve the internal incentive mechanism.At the level of external resources,the Organization should strengthen the positive interaction with the local government,construct an internship platform with the colleges and universities,and strengthen the sharing of resources with other social organizations.By strengthening the professional management of Non-Governmental Organizations,and promoting the reform of organization and environment co-adaptability,the sustainable development capacity of Non-Governmental Organizations would obtain continuous promotion.
