According to national statistics,by the end of 2018,China has a total population of 1395.38 million,ranking first in the world.The government is faced with a relatively prominent contradiction among population growth,resource access and economic development in the process of economic construction and social development.At the same time,China has a long land border and coastline,there are border disputes with many countries,the international situation is complex,emergency management needs to make unremitting efforts.At the same time,in the development stage of social transformation in our country,the good thing is voluntary organizations to flourish,more and more involved in the process of social governance,on the other hand,is easily outbreak of social contradictions,public security,public health events and disasters and other emergencies,accident emergency management pressure,the need to fully mobilize social forces for effective participation can be achieved to prevent and respond to emergency management process,the government needs to constantly adapt to era development pace,improve government single main body status in the emergency management,give full play to the advantages of social forces to participate in the emergency management process,It is the direction that our government should make great efforts to form the joint governance situation of government departments and social forces.This paper consulted for voluntary organizations to participate in the emergency management at home and abroad research literature,first of all,through the voluntary organizations to participate in the emergency management of related theory study and comb,mainly has the "government failure" theory,"the method of group theory" and "governance theory" and so on,these theories in this paper,we study how to participate in voluntary organizations emergency management theory basis,the article also through the study of the emergency management of the government of a single deficiency and voluntary organizations to participate in the emergency management advantage and function of the two aspects of analysis,demonstrates the necessity and feasibility of voluntary organizations to participate in emergency management.In addition,the paper summarizes the status quo of voluntary organizations participate in emergency management and the difficulty,and mainly from the system construction,the volunteer organization itself development and the social factors such as the three parties face obstacles to voluntary organizations involved in the cause of the emergency management is analyzed,combining with the United States,Germany and other developed countries in exploring voluntary organizations participate in the good experience of emergency management work,and thus put forward the policy system construction,promote the development of volunteer organization itself,create a good atmosphere of social participation in emergency management and so on three pertinent Suggestions.
