Along with the development of our country's economy and society,the problem of social morality is becoming more and more conspicuous,which is contrary to the continuous improvement of people's life.At the same time,our government is changing from "run culture" to "tube culture",the government actively encourages social forces to participate in cultural construction,and it also provides fertile soil for the development of cultural voluntary service.In this context,this paper studies the present situation of the cultural voluntary organization in Mudanjiang City,puts forward the existing measures and solutions,and provides support for the development of similar research.The article uses the literature survey and the questionnaire survey to obtain the first-hand situation.Through the data analysis and comparison analysis,the relevant conclusions and countermeasures are obtained.First of all,from the three layers of development,structure and service,the present situation of the cultural voluntary organization in Mudanjiang City is summarized.It is concluded that there are three characteristics of the organization,such as high dependence on the government department,the age of organization members,and the form of service content.At the same time,the cultural voluntary organization has also produced benefits in promoting social moral progress.However,there are still problems such as insufficient internal motivation,imperfect security mechanism,and insufficient volunteer ability.In order to solve these problems,it is proposed that the experience of the development of voluntary service in the United States,Hongkong,Chengdu and Yueyang are put forward.According to the problems existing in the cultural voluntary organization in Mudanjiang city,this paper puts forward the idea of further establishing Mudanjiang cultural voluntary association.The new structure emphasizes the characteristics of voluntary organizations as public welfare,efficient,and serving the society.It establishes a steering committee at the government level to conduct macro management,and establishes a secretariat,an activity department,a liaison department,and a volunteer management department within the association to ensure the daily activities.And through the corresponding functions of various departments toachieve the effective operation of the leadership system,operating system,training system,recruitment system and supervision system of the five systems,to promote the improvement of cultural voluntary organizations in Mudanjiang City.Finally,this paper summarizes the measures that the government can adopt in terms of safeguards,and puts forward feasible safeguards measures from three aspects: system,funding,and public opinion.
