Study On The Problem Of Accurate Rehabilitation Of Disabled People Of Shanxi Province

With the continuous advancement of the cause of the disabled,the public is paying more and more attention to the rehabilitation of disabled people,and the understanding of the concept of rehabilitation has gradually deepened.The Thirteenth Five-Year Plan period is a pivotal period for building a well-off society in all aspects.It is also a crucial period for comprehensively building a well-off society for the disabled.To this end,it is necessary to assist the disabled to build and share a well-off society with the people of the whole country.Accurate rehabilitation service is the top priority of the disabled business during the Thirteenth Five-Year Plan period.Accurate rehabilitation services provide targeted,efficient and accurate rehabilitation services for the disabled through the coordination of various departments to meet the individualized rehabilitation needs of disabled.Accurate rehabilitation services,which play an important role in improving the accuracy of the service supply for the disabled,enhancing the level of rehabilitation services for the disabled,and strengthening the rehabilitation work of the disabled,are necessary for the development of the disabled with Chinese characteristics and are conducive to benign development of the rehabilitation of the disabled.The accurate rehabilitation service for the disabled in Shanxi Province began in 2016,and the preliminary period was mainly the formulation of various facilities and related rules,but it was officially implemented from 2017.Based on the theory of empowerment,social exclusion and collaborative governance,this paper uses the website of China Disabled Persons’ Federation,the website of Shanxi Disabled Persons’ Federation,the statistical bulletin of the development of disabled people in Shanxi Province,and the materials of interviews to sort and analyze the supply and progress of accurate rehabilitation services for disabled people in Shanxi Province.In addition,222 copies of valid questionnaires were collected by means of questionnaires.The SPSS software was used to carry out binary logistic regression analysis on the influencing factors of the demand for accurate rehabilitation services for disabled persons in Shanxi Province.From the perspective of the disabled themselves,the study found age and disability level,household income,and education have an impact on their demand for precision rehabilitation services.Based on this analysis,it is concluded that the accurate rehabilitation services for the disabled in Shanxi Province are still not perfect,the service supply gap is large,the economic burden of disabled families is heavy,and the grassroots accurate rehabilitation progress is slow.These problems are due to the limited supply of precision rehabilitation services.The participation of social forces is not enough,and the capital investment of local governments is small.Through summarizing relevant literatures at home and abroad,internships in the rehabilitation department of Shanxi Disabled Persons’ Federation,interviewing relevant staff,understanding the opinions of front-line staff on the accurate rehabilitation services for disabled people in Shanxi Province,summing up on the basis of sorting and induction My own opinion.In order to promote the sustainable development of the accurate rehabilitation services for the disabled in Shanxi Province,the rehabilitation service capacity should be improved,including improving the construction of rehabilitation institutions and improving the professional level of the rehabilitation team.It should also give full play to the role of social charity,increase capital investment,provide social assistance and subsidies for people with disabilities,and improve the accuracy of rehabilitation work for the disabled.
