| According to the 2006 National sample survey of people with disabilities,it clearly shows that China has 82.96 million people with disabilities,which accounts for6.34 percent of the country’s population.Based on this,with the ascending of the aging population,more and more the disabled,the aged and the patients with chronic diseases will be a great challenge to Chinese rehabilitation medicine.However,the practice of developed countries shows that community-based rehabilitation is an efficacious way to make it come true for the disabled people to integrate into society.Without exception,as China attaches more importance to community-based rehabilitation,community-based rehabilitation services have been carried out gradually in more cities and more communities.In the meanwhile,it has made not only some achievements but also some problems and deficiencies.This study mainly adopts the questionnaire survey method to investigate 20 community rehabilitation institutions in Y District of Xi ’an affiliated to Shaanxi Provincial Rehabilitation Hospital Medical Association from four aspects: the hardware of community rehabilitation institutions,the staff of community rehabilitation institutions,the service groups of community rehabilitation institutions,and the factors affecting community rehabilitation institutions.The survey was conducted from basic information of persons with disabilities,their awareness of community rehabilitation,their rights to be respected,their financial income and the projects they want to carry out.The survey results show that there are many phenomena such as small scale,low proportion of business development,low age,low educational background,low professional title,low income,high turnover rate and few investment channels in Y community rehabilitation institutions in Xi ’an city.There are low demand,low awareness rate,low satisfaction and inaccurate understanding of community rehabilitation institutions for the disabled.The main reasons are the unbalanced resource matching,the misunderstanding of community rehabilitation and the lack of marketization of community rehabilitation institutions.In view of the existing problems,strategies to improve community rehabilitation in Y district are proposed from the perspectives of new public service theory,social support network theory and empowerment theory: 1.Strengthen government support: Build a resource allocation model with community as the core,and strengthen the support of government financial resources and policy resources to community rehabilitation institutions.2.Expand and strengthen the social support network for community-based rehabilitation of persons with disabilities: improve the quality of existing community-based rehabilitation services,and promote the marketization and public welfare of community-based rehabilitation institutions;3.Expand ways to empower persons with disabilities and strengthen their awareness of empowerment. |
