| With the continuous advancement of economic system reform and the deepening adjustment of social structure,‘community system’ has become the main management system of the urban grassroots in China,which gradually undertake increasing public services involved with residents’ lives.Simultaneously,the ever-increasing residents’ democratic awareness,the more complicated and diversified service demands,together with the stronger self-development appeals,all entail transformation and upgrade of traditional community governance model.As a new community governance model,taking empowerment as key,democratic consultation as strategy,and self-governance as basis,participatory governance allows multiple subjects including government,social organizations and community residents to actively participate in the decision-making process,to extensively and effectively take part in community life,thus continuously enhancing the community autonomy and actively promoting the overall goal as comprehensively deepening the reform of national governance system and governance capabilities modernization to realize.This article takes the relevant concepts and theories of participatory community governance as the entry point,and summarizes the existing problems of participatory governance in J community,Zhenjiang regarding to participants,participation form,as well as participation degree and effects through practice analysis,questionnaires,and interviews.Focusing on the mentioned problems,based on the three main factors that determine the successful operation of participatory community governance,reasons for the lack of governance and countermeasures to improve J community participatory governance are proposed here.First of all,strengthen the identity of residents and enhance the awareness and capability to participate in community governance.Secondly,improve government empowerment and promote the construction for organization and institutionalization of community forces.Thirdly,promote multivariate collaborations and fully implement the mechanism of consultation and cooperation between multiple subjects. |
