| Due to low-cost “group renting” along with environment,noise,and security problems,nearby residents have been suffering from such conditions.Group renting is considered as an obstacle in the way of urbanization,which frequently arises incidents regarding public safety,disputes,and conflicts.Even though tenancy regulations and rules have been promulgated,negative effects on civic life and civic image,which derive from “group renting”,still remain.For government departments,looking to develop and implement a more effective group renting regulation is a momentous realistic significance.This essay is based on a background of current Chinese government transformation and construction of service-orientated government,targeting group renting regulatory enforcement in Baoshan District,Shanghai as an object of study.Lots of issues regarding current group renting regulation are revealed by data analysis in market research and filed research in Baoshan District;logics behind such concerns are limitations of campaign-style law enforcement,game and failure between government and market,and inequality of rights and obligations between government and community.This essay discusses the relationship between government,market and people in the process of renting housing when discussing the formulation of renting policies,and forms a collaborative governance model in the process of renting houses.From the aspects of perfecting the legal system and perfecting the public rental housing construction system,it has put forward opinions on the follow-up group rental housing management in Baoshan District. |
