At present,the number of primary out-of-school trusteeship institutions is increasing gradually,and the development speed is very fast,but the overall development of the trusteeship institutions is not optimistic.In China,the off-campus Primary School trusteeship is still at the initial stage of its development,and there are many problems such as management,teachers,environment and supervision,which seriously threaten the safety and vital interests of relevant groups and restrict the development of its own industry.How to develop the off-campus Trust Institution healthily is also widely concerned by the academic circles,and there are many related research results.On the basis of summarizing and drawing on the existing achievements,this study,taking the city of W as an example,randomly selected the practitioners,the entrusted students,the students’ parents and the community masses of the out-of-school care organizations of the primary school students in the city of W,carried out a survey and research and interview activities,to the questionnaire survey and the results of the interview to be sorted out,analyzed,this paper studies the main problems that the out-of-school trusteeship of primary school students in w city is facing at present: the out-of-school trusteeship market is in disorder,and the out-of-school trusteeship education policy is difficult to fall into place.Based on the deep analysis and investigation of the main problems of primary school students’ out-of-school care service in w city,this study is based on the theory of Cooperative Governance,system theory,multi-center theory and government intervention theory,this paper provides some feasible suggestions on the development of the off-school trusteeship institutions for primary school students,such as: making clear the leading position of government governance,innovating the supervision methods,improving the service consciousness of the main body of the operation,optimizing the service quality of itself,and transforming the parents’ education responsibility consciousness,we should attach importance to our own educational responsibility,improve the construction of school infrastructure to make up for the lack of our own hardware,and integrate non-governmental organization forces to participate in the trusteeship service and supervision.The main objective of this research is to help the healthy growth of the off-campus trusteeship institutions for primary school students in China.We hope that the above-mentioned research results can provide a basis for the government to introduce relevant laws and policies,with a view to the development of off-campus trusteeship institutions and improve the quality of services,to provide Chinese primary students with a good trusteeship service environment and happy life time.
