Housing issues are related to people’s livelihood,and the standardization and development of housing rental market is a powerful measure to ensure people’s livelihood.Appeared in recent years,the housing rental market is given priority to with accommodation in violation of the lease form,reduce the surrounding residents quality of life and there is a potential safety hazard,due to the accommodation problem involving the living rights and interests of tenants,together with the operation of the market main body is driven by interests,game back and forth,with regulators and law enforcement problems appeared again and again,Management group rental has become the community residents eagerly look forward to things.Jinan High-tech Zone actively explores in the governance of group rental housing.Combining the collaborative governance theory and stakeholder theory,it has explored the unitary governance mode,the dual governance mode and the multiple governance mode successively,and finally formed a new exploration of the unitary governance mode at the grass-roots level.In the continuous exploration of group rental housing governance,governance units are increasing,governance strength is constantly enhanced,and governance effects are also constantly improved,which provides a good example for the study and governance of grassroots social issues such as group rental housing governance.Based on jinan high-tech zone accommodation collaborative management present situation,based on a questionnaire,interview,case analysis and other research methods to collect a large amount of information and data,by the revised model of SFIC bi-circulating model to analyze all previous governance to explore,to introduce starting conditions,catalytic leadership,system design,the collaborative process,the synergistic effect of five variables,Analysis of the role of each case and collaborative efforts,summed up the accommodation remaining barriers to shuffle,government departments,interest in the treatment of the game and anticlimactic four kind of problem,based on the analysis of mining problems exist behind the layers of government responsibility division of fuzzy,government departments for supervision and loss of consciousness,the social main body power offside beforehand and afterwards supervision block four reasons.On the basis of the research on problems and reasons,this thesis presents a clear responsibility to strengthen governments play a synergistic collaboration,integration of resources across departments synergy,actively guide the standard multiple main body participation way,end to end strengthen the regulation of things afterwards four aspects of countermeasures,urban governance and the grassroots governance provides for collaborative way to solve the problem.In addition,in the analysis of the double-cycle model,the external cycle analyzes the communication and coordination process between the government and external relations,and the internal cycle analyzes the communication and coordination process between various departments within the government,as well as the description of the grass-roots governance unit represented by the working class and the octopus bionic model,which are the features and highlights of this thesis.It opens a distinct research idea for management decentralization and governance empowerment.
