A Research On The Linkage Of Government Microblog Circle During Public Crisis

Government microblog is a representative of the government sector in the microblog space,it plays significant important role in the emergent public crisis which full of complexity and uncertainty,such as publishing the information、warning dander、guiding the public opinions and interacting with the public.In recent years,the government microblog gradually developed from a single modular construction to cluster platform upgrade.By self-organized,government microblogs breakthrough in the original circle and collaborate with each other to manage the emergent public crisis.With a more flexible form of organization,government microblog has effectively eased the risk of public opinion and improved its crisis management capacity through the information sharing and coordinated action.Baded on the case of Wuhan flood crisis,this study used social network analysis to explore the relationship between the strength of government microblog and linkage organization by density,aggregation subgroups and other indicators;From the degree dimension,this study analyzed the differences of status and roles between different Government microblogs.What’s more,through the core-edge matrix model and the comparison of core degree vector,the paper analyzed the situation of linkage stratification and the path of information integration.Conclusions of the study are as follows: the linkage of Government microblogs start with the problems and tasks of the crisis,and formed as a "differential pattern" network-linked organizations through multi-center gathering finally.In this interactive group,the influence and activity of each actor affect its role in the interactive relations,the interaction of information based on the difference of roles determines the two main linkage modes of government microblog--Information support and Mutual aid spread.The difference of the strong and weak relationship makes the whole circle organization with the characteristics of circle differentiation,the core circle drives the operation of the linkage mechanism through the integration and coordination of information.In addition,identity awareness and resource demand are the main driving force for promoting the linkage of government microblog.
