Research On The Linkage Mode Of Government Microblog During Public Crisis ——Based On The Case Of Torrential Rain In Henan

Public crises,due to the suddenness,urgency,uncertainty and public nature,have a huge impact on social order and people’s lives for a long time.Effective response to public crises is often related with good information communication.With the development of information technology,social media promotes the transition from public crisis management to public crisis governance,and plays an important role in public crisis information dissemination and public crisis communication.As a bridge connecting the government and the public,government microblog undertakes important responsibilities for information interaction.It is an important platform for information-publishing in public crises.However,government microblogs often work well through the cooperation with each other.Establishing media matrix can serve the society better and improve the effect of public crisis governance.Taking the torrential rain disaster in Henan Province as an example,this paper studies the network composed of 112 government microblogs,and discusses the linkage mechanism and cooperation mode of government microblogs during public crisis.By using the social network analysis method,this paper analyzes the network density,the point centrality,the betweenness centrality,the cliques and the coreperiphery relationship.The result shows that there are still some problems in the government microblog linkage mechanism,such as insufficient early warning of core subjects,lag in the formation of linkage networks;single interaction within the circle,unavoidable information homogeneity;insufficient linkage of grass-roots departments,and less participation of peripheral departments.At the same time,it has also improved the efficiency of public crisis communication and communication by using some strategies,such as focusing on problem and building dynamic circles;mobilizing multi-level departments to achieve point-to-point leadership;obtaining support from sources to create information network;set the media agenda and facilitate the dissemination of information.In the future,government microblogs can also improve public crisis management by learning from the experience of this event.
