With the development and applications of Internet technologies, more and more people are expressing their personal opinions through information dissemination on different application platforms through the Internet, thus forming an Internet public opinion.People's attention to social public online gradually transfers to the Internet space, forming a concern for the public opinion of the Internet. In the social network environment promoted and developed by the Internet and the mobile Internet, breakthroughs in traditional information dissemination methods are limited by time, space, and traditional media and methods.Information dissemination has higher real-time and autonomy, and it also makes more complexity in the mechanisms and patterns of information dissemination. Therefore,it is of practical significance to analyze the public opinion dissemination process of the Internet. In the context of public opinion management, most of the negative internet public opinion or rumors are caused by the lack of official information. The government plays a key role in controlling the dissemination of information on the Internet.Predictive analysis of the effect of government's public opinion intervention strategy can help related departments to further improve the public opinion response ability and help improve the public opinion environment.First of all, this paper introduces the concept of online public opinion, and analyzes and reviews the current situation of the evolution of Internet public opinion in three stages from the process perspective. From the two perspectives of the overall network and the user, analyze the application status of the dissemination model in the field of public opinion evolution, and focus on analyzing the application and insufficiency of the epidemic model in the field of public opinion dissemination, and put forward the research perspectives and problems of this article, and summarize the dissemination of public opinion. This article summarizes the relevant literature on public opinion intervention in the dissemination of public opinion, and determines the feasibility of the epidemic model in the government's public opinion intervention.Secondly, this paper constructs a Stratified SIS public opinion dissemination model based on influence, defines the Stratified SIS model, and describes the characteristics of unstratified SIS model and Stratified SIS model in the process of public opinion dissemination, then analyze the interaction process between different groups of Stratified SIS models under government intervention. Finally, this paper analyzes the effects of different contact distributions and different stratification methods on government intervention prediction through simulation experiments, and analyzes the impact of two non-targeted government intervention strategies on the spread of public opinion, including the reduction of the number of contacts and the increase of clearance rate. The effects of interventions and targeted interventions that only reduce the number of contacts in high-impact group were compared with non-targeted interventions.Research shows that whether it is to reduce the number of contacts or increase the clearance rate, the prediction of the effect of government intervention is reduced as the proportion of high-impact group increases. Therefore, when predicting realistic public online coping strategies,it is necessary to first determine the proportion of high-impact group. The proportion is a necessary job.Simulation results also show that targeted interventions do not necessarily have better results than non-targeted interventions. The research of this paper has some innovations and significance, mainly in the following three aspects:Firstly, this paper applies the stratified epidemic model in the field of disease control to the research of online public opinion, which enriches the research content of the Internet public opinion.Secondly, through the prediction simulation experiment of the effect of government intervention in public opinion events,it is instructive for the selection of government agencies' public opinion response strategies.
