The Research On The Role Of Grassroots Government In Urban Community Governance

Community governance refers to the interactive process of the government,residents,social organizations,community units and other subjects within a defined area.The purpose is to provide public services for community residents,meet their needs and improve social order on the premise of following market rules and maintaining public interests.However,in fact,nowadays Chinese community governance is mainly driven by government,and the collaboration with market and social organizations and other bodies also depends on the guidance and integration of the government.That is to say,in order to form a governance system of multi-subject co-governance,the role of grass-roots government is indispensable.Therefore,it is of great theoretical and practical significance to give full play to the role of grass-roots government in Chinese community governance.In view of this,this article takes the new public service theory,the theory of good governance and the social capital theory as the theoretical basis,according to relevant laws and the policy document to refine the essential role of grass-roots government in urban community governance,and reviews the history of the community governance in China to understand domestic three different typical governance model,also using theoretical analysis,empirical analysis,literature analysis and investigation study methods,puts the Wu Jiang District of Shaoguan as a case,then summarizes the government role in recent 5 years and its powerful attempt,analyzes the main reason of the restriction,and compares community governance mode by several developed countries,to strengthen the role of grass-roots government in community governance and put forward reasonable suggestions and measures.This paper is mainly divided into the following six parts except the conclusion part.The first part is the introduction,which introduces the background and significance of the topic,research methods,analysis ideas and innovations.This part simply introduces the foreign scholars research on the community rights,social capital and governance model,malfunction and etc,as well as Chinese scholars research on community governance of government role,governance mechanism and governance mode.The case,literature and comparative analysis methods used in this paper are summarized too.The second part mainly defines the three main concepts,including the role of government,urban community and community governance.Based on relevant laws and documents to guide community building,provide public goods and public services,and supervise the three aspects of the market,social organizations,and residents’ autonomy organizations,explains the government role in the process of community governance,and has following discussion based on this.The third part,reviews the history of reform on urban community governance system and the transformation of government role under different governance mode from founding of China.Three representative domestic modes are briefly introduced,such as the administration-led Shanghai model,the Shenyang model promoted by the residents’ autonomy and the Baibu pavilion model of cooperative governance.The fourth part,takes Wujiang district of Shaoguan city as an example through on-the-spot investigation on the community governance,and gives an analysis of the current situation,the merits and the troubles in role positioning.On this basis,the part found there are abuses in traditional management from five aspects including the outdated management means,incomplete transformation of functions,low efficiency of public services,low awareness of residents’ participation,and insufficient efforts to cultivate social organizations,so five reasons were found accordingly.The fifth part,introduces three governance modes and positioning role of developed countries,and summarizes experience from the aspects of building organization framework,government functions,citizen participation rate,financial channels,and nonprofit organizations,The sixth part puts forward suggestions on how to rationalize the role of grass-roots government in urban community governance through five ways of renewing the concept of government governance,rationally allocating government functions,improving the efficiency of public service supply,creating a sense of belonging among community residents and supporting social organizations through multiple channels,which could optimize the role of grass-roots governments in urban community governance.Finally,it is the conclusion part,pointing out the shortcomings and prospects.
