A Study On Policy Tools For The Development And Rrgulation Of Social Organiation

As a kind of organization form of realizing self-management and assisting in managing society,social organization is able to represent the social development and the progress of the country whether it is healthy and orderly development.With the deepening of reform and development,the current social organization has been successfully embedded in all areas of our society,become an important part of social governance.In recent years,the Chinese government has introduced a series of policies to nurture and regulate social organizations,aiming at promoting the development of social organizations in all aspects.The research on the development and regulation of social organization has been a hot issue in our country.However,the existing literatures mainly focus on the research on the orientation of social organization,the target of regulation,the reform of regulation system,and the choice of policy tools in promoting the development of social organization.In fact,although the regulatory objectives are reasonable,but due to the choice ofinappropriate regulatory methods,resulting in regulatory effect can not be achieved,the cultivation of social organizations and their development have a negative impact.Therefore,it is of great significance to promote the development of social organization by researching the application and selection of relevant policy tools in social organization regulation domain.In the present study,empirical research on the regulation and development of social organization from the perspective of policy tools is not a lot.Based on this,this paper takes the policy tool type and its policy tool as the analysis frame,and takes Guangdong province social organization development practice as the research object.According to the policy tool theory,the existing policy tools on regulation and development of social organizations can be divided into mandatory policy tools,incentive policy tools,service policy tools,social policy tools,the formation of policy toolbox.The choice of policy tools for the regulation and development of these social organizations is affected by policy objectives,tool characteristics,social environment,government capacity and so on.On the basis of the overall understanding of policy tools in Guangdong Province,this paper analyzes the difficulties in the development of social organizations in Guangdong Province through the concrete implementation of various policy instruments in the regulation and cultivation of social organizations in Guangdong Province.Through the analysis,the author finds that there are some shortcomings in the selection and operation of various kinds of policy tools.The existence of these deficiencies is due to the lack of overall planning,government preference,government capacity building,And so on,and thus the development of social organizations have a negative hindrance.Finally,this paper puts forward four suggestions to improve the choice of policy tools for social organization regulation and development by drawing lessons from domestic and foreign experiences:improving the capacity building of government,strengthening the coordination between departments and improving the quality of staff;focusing on policy tools Objectives,differences,through the combination of complementary strengths to strengthen policy tools;nurture social responsibility of the main body of multiple responsibilities;to strengthen the policy tools to improve the update.
