Research On The Innovation Of Anti-corruption Policy Instrument Basing On QCA

China’s anti-corruption struggle and clean government construction entered a new normal after the 18th National Congress of the Communist Party of China,and it is proposed to continue to strengthen party building in an all-round way and treat corruption with zero tolerance in the 19th National Congress of the Communist Party of China.It is the key of achieving the goal of clean government to have the policy tool of clean government.In order to consolidate the achievements of building a clean and honest government,China has been innovating and reforming in the policy instrument of building a clean and honest government.However,owning to the difference of the innovation foundation and achievements in the policy instrument of building a clean and honest government across the country,the influencing mechanism of factors in the innovation of policy instrument is also different.Therefore,clarifying the influencing factors and the influencing paths are the basis of promoting the innovation of clean government policy instrument.The innovation of clean government policy instrument is affected by many factors,and its mechanism is complex.Based on the existing research results,this study uses the method of clear set qualitative comparative analysis to construct five conditional variables including innovation intention,innovation demand,science and technology support,social development and intergovernmental competition,and four result variables incorporating mandate,inducement,capacity-building and system-change,which aims to explore how conditional variables affect different types of anti-corruption policy instrument.Through the simple random sampling method,70 sample cities from 293 prefecture level cities in China are selected as research cases.By means of setting the value standard of variables,the truth table of four kinds of instrument are constructed after collecting and assigning data.Through the software,finally,the conclusions as follows.Firstly,the necessary and sufficient conditions for the innovation of clean government policy mandates are innovation willingness and intergovernmental competition.Secondly,necessary and sufficient conditions for the innovation of inducement instrument of clean government policy are respectively technical support and social development.What’s more,there are no necessary and sufficient conditions for the innovation of the capacity-building of clean government policy in single variable.Last but not least,the sufficient conditions of the tool innovation of anti-corruption policy system-change are innovation willingness and intergovernmental competition.In the analysis of the combination of conditional variables,it is concluded that the influence types of clean government policy mandate innovation are autonomy type,external pressure-support type,support type and pressure-support type;The innovation impact types of inducement of clean government policy are external pressure-support type and innovation demand-support type;The innovation types of the capacity-building of clean government policy capacity are autonomy-support-internal and external pressure-support and comprehensive;The impact types of tool innovation of clean government policy system-change are innovation demand-external pressure type and pressure-support type.Based on the research results,this paper puts forward some policy suggestions,such as strengthening the communication with policy related subjects,paying attention to the policy learning from the same level regions,internalizing the experience for their own use,improving the level of science and technology,and optimizing the traditional anti-corruption culture to promote the innovation of anti-corruption policy instruments.
