| With the gradual expansion of the government’s public management responsibilities and the increasingly complex problems in the implementation of public policies,the development of policy tools has attempted to provide the government with scientific options.The reform of delegating power,improving regulation and optimizing service of the 19th Communist Party of China National Congress,is another major move of the government to break the old administrative management mode.Therefore,it is worth exploring whether the government has chosen a scientific policy tool in the reform.This paper takes the provincial policy of the reform as the text.And summarizes the types of policy tools used in the reform of the reform in yunnan province and the reasons and existing problems by classification comparison.Then obtains some suggest on the reform and the choice of policy tools in the reform process.This paper centre the reform in yunnan province in the research object,through literature research,empirical research and case analysis,to put the reform classification into deregulation categories,to develop the supervision and management.And Through the proportion,time,and advanced areas of the three dimensions of analysis,found that the supervision and administration of provincial government to use tools.Then analysis the problem in the reform that concept problem,system problem,policy changeful problem and theoretical analysis.It is explained that the yunnan provincial government chooses the mandatory policy tool.Because it follows the central policy and theoretical development requirements and the institutional environment of yunnan province needs the most efficient tool.But there are problems of relying on the old policy tool,policy tools are less likely to succeed and unclear goals of the tool.The final classification on the reform of yunnan province option and choose the reason of case summary,that is it needed to deepen the understanding and need to pay attention to when choosing policy tools.This paper is divided into five parts.The introduction part includes the background and significance of the research,foreign policy tools review,domestic policy tools review,research content,research methods,research focus,research difficulties,innovation and the definition of policy tools,the theoretical basis review.The first part mainly arranges the measures in the policy text of the reform of yunnan province.The second part is the classification and selection of the reform policy tools of yunnan province.The third part is the influence mechanism,influence factor and problem.The fourth part is the suggest of the choice of the policy tool of yunnan. |
