Research On County People’s Congress’ S Supervision On The Governme Nt Handling Suggestions Made By The Deputies

That the National People’s Congress(NPC)deputies’ put forward suggestions,criticisms and comments in accordance with law represents a key work that they exercise state power,manage state and social affairs on behalf of the interests and will of the people.This is also a pivotal way of exercising delegates’ authority,fulfilling their duties and playing the roles of delegates.That NPC deputies put forward a wealth o f suggestions,criticisms and opinions has played a critical role in promoting the relevant organs to improve their work,enhancing socio-economic development and addressing the problems of general concern of the people.After 60-plus years of development,the proposal-making system by China’s NPC deputies has continuously perfected,but some problems still remain and cannot be ignored at the county level,such as incomplete supervision mechanism,low level of transparency of handling suggestions,poor quality of deputies’ suggestions,and failure to give full play to the roles of deputies and so on.This paper,based on the five-year follow-up investigations(from November 2011 to October 2016)of the handling of suggestions made by Luoding Municipal People ’s Congress deputies,studies the interaction between the NPC and the government of Luoding City in the handling of deputies’ suggestions and the related influential factors,analyzes the existing problems at hand,and proposes some simple countermeasures on how to improve the working mechanism for the handling of suggestions proposed by NPC deputies.At the same time,starting with the handling of suggestions proposed by NPC deputies,it discusses how to tighten the supervision of the National People’s Congress and enable the government to consciously accept supervisions,in the hope of playing an active role in improving the people’s congress system and ensuring the NPC work in line with the times.It also provides theoretical and practical references to t he construction of a law-based government,service-oriented government,and limited government.The paper consists of five parts: The first part elaborates the research background,significance,methods and definition of related concepts;the second is about theoretical basis and framework of the proposed system of NPC deputies;the third introduces the basic information regarding the supervision of Luoding Municipal People ’s Congress on the government handling the deputies’ suggestions,details the formation of the mechanism of supervising the handling of the deputies’ suggestions and pinpoints the bottlenecks;the fourth part makes a practical analysis of such supervision;the fifth part proposes the strategies to improve the supervision mechanism.
