Research On The Effect Of NPC Deputies’ Suggestions On China’s Policy Making

People’s congress system is China’s fundamental political system,which is based on the national level to the people’s main body status of the persistence and determination,and from the legal level due to its political rights has made clear,the people by the people’s congress,to exercise the legislative power to appoint and remove,significant matters decision,and to supervise the country such as power,from all levels in all areas to ensure people’s orderly political participation,let the people enjoy extensive and fully,perfect democracy,allowing the will of the people to express,interest has been achieved,the wisdom,strength,presenting to condense.Deputies to the People’s Congresses are the main bodies of the people’s congresses.They represent the interests and will of the people and exercise state power in accordance with the various functions and powers entrusted to them by the Constitution and laws,thus transforming the will of the people into the will of the state.Putting forward Suggestions is an important part of NPC deputies’ performance of their statutory duties.People’s Congress on behalf of the suggestion is that people’s congress at the grass-roots level,to strengthen,on the basis of investigation and study,through to the political,economic,cultural,social construction in the development of major issues and the concern of the people to collect and organize the opinions of the suggestion,bottom-up reflect people’s will and interests,have certain influence on public policy.Based on The multi-source theory of John Kinden,this paper analyzes the sources of problems,policies and politics,and finds out how the Suggestions of NPC deputies act on these three sources,so as to start the policy window and promote the social problems reflected in them to enter the public policy agenda.In H province first session of the six People’s Congress(NPC)of the People’s Congress on behalf of the proposal,for example,introduces the status quo,H deputies suggest work thorough analysis on behalf of the suggestion to accept the situation and to handle the situation,and the two representative Suggestions are typical case analysis,to explore what kind of people’s congress suggested that can attract more policy makers,easier to public policy agenda.Based on the actual work,this paper points out the limitations of Suggestions from NPC deputies affecting the setting of public policy agenda as follows: People’s Congress on behalf of the high proportion of part-time,official representative,People’s Congress on behalf of the lack of effective training system,standardization,to serve the People’s Congress on behalf of the proposal form is not enough People’s Congress on behalf of the proposed mechanism is not perfect,the People’s Congress on behalf of the role and tostrengthen their consciousness and ability,the people involved in the People’s Congress on behalf of the suggestion was proposed and the processing such as ways to smooth enough,to undertake the unit did not attach enough importance to the People’s Congress on behalf of the suggestion to deal with work,the supervision of the people’s congress(NPC)role play enough,people’s congress on behalf of the proposal to deal with evaluation feedback mechanism is not reasonable,the lack of effective mechanism to trigger policy window opens,etc.Therefore,this paper focuses on four main bodies,namely,deputies to the People’s Congress,the working institutions proposed by deputies to the People’s Congress,the undertakers proposed by deputies to the People’s Congress,and the people.Put forward the optimization of the structure of people’s congress,cultivating more "policy entrepreneurs" people’s congress,fully activated suggest on behalf of the People’s Congress on behalf of the initiative enthusiasm,People’s Congress on behalf of the suggestion of service and security work,open channels of People’s Congress on behalf of the collection of public opinion,strengthen the People’s Congress on behalf of the role and security,strengthening the consciousness of the people’s participation,to promote People’s Congress on behalf of satisfaction evaluation conforms to the real intention,optimization of NPC delegates advice tracking supervisory mechanism,strengthen the organizers to deal with work and firmly grasp the policy the countermeasures and Suggestions such as the window opening time,improve the people’s congress suggested that its influence on public policy.
