National People's Congress On Behalf Of The Role And Problem Research

Deputies to all levels of the People’s Congress effectively perform their statutory duties, which is the prerequisite and foundation of the effective operation of People’s Congress of China. But the performance of the deputies to the People’s Congress is not optimistic. This article is based on the typical issues that arise in the course of the deputies perform their duties, the author hopes through his in-depth analysis to find out the causes of those problems, and then proposes appropriate solutions.This article is divided into five parts:the first part discusses the basic theory of the deputies, analyses both Chinese and foreign scholars’ views of the theory of relationship between deputies and voters, then addresses the nature and status of the deputies to the People’s Congress; the second part sets out the deputies’ rights and obligations prescribed by Constitution and laws, summarizes and articulates the duty and mission of the deputies; the third part analyzes the current performance of the deputies and finds out the main problems existing in their performance; the fourth part analyzes the main reasons that makes the deputies have problems during they perform their duties; the fifth part discusses the reform and improvement of the relevant system and mechanisms, continuously improves the deputies’qualifications, systematically reforms the electoral system and the implementation of full-time deputies to the People’s Congress, which is an effective path to promote the deputies to perform their duties.
