Research On The System Of Dealing With Deputies’ Suggestions From The Perspective Of Institutional Analysis

Deputies to the People’s Congress put forward suggestions on various aspects of work.It is an important forms to deputies perform their duties according to law,participate in the management of state and social affairs and exercise democratic rights on behalf of the People.It is also an important way for deputies to keep close contact with the People and reflect their opinions and demands.Dealing with deputies’ suggestions is an important duty of the Standing Committee of the People’s Congress during the inter-sessional period.In recent years,with the perfection and improvement of the people’s congress system,as well as the continuous advancement of the process of democracy and nomocracy,the consciousness of deputies to perform their duties has been increasing.More and more attention and requirements have been paid to the dealing of the deputies’ suggestions.The author takes the system of dealing with deputies’ suggestions of G Municipal People’s Congress as the research object.From the perspective of institutional analysis theory,through in-depth research,visiting deputies and organizers,referring to relevant document literature,to investigate and analyze problems existing in the system of dealing with deputies’ suggestions and the factors affecting the deputies’ suggestions.Proposing suggestions and countermeasures to enhance the effectiveness of deputies’ suggestions and to maximize and optimize the effectiveness of the institution.The contents of paper are as follows: In the first part,the author sorts out the reasons for the topic selection,research questions,literature review and research process.The second part,elaborates the related concepts and theoretical perspectives of deputies’ suggestions.The third part,review the development history and current situation of handling suggestions made by NPC deputies and summarizes the practical results of deputies’ suggestions handling in other cities in China.The fourth part,from the perspective of institutional analysis theory,analyzes the existing problems and causes of the suggestions handling in G city.The fifth part puts forward the countermeasures and suggestions to improve the handling of deputies’ suggestions.
