As a quantitative tool to judge the work and effectiveness of government administration in recent years,the assessment of government target responsibility has an important positive impact on speeding up the transformation of government functions,improving the efficiency of government administration,and standardizing government administrative behavior.At present,the implementation of the annual target responsibility assessment system in various levels of government has achieved results in practice,accumulated experience,and also reflected the existing problems.Shaanxi,as the western region of China,Transportation infrastructure plays an important role in overcoming poverty in the 13 th Five-Year Plan.Therefore,how to enhance the overall efficiency of transportation system through effective government performance evaluation is representative and has a certain degree of promotion significance.The main problems in the implementation of the annual target responsibility assessment system of Shaanxi provincial transportation department are: the object of assessment is difficult to classify scientifically,the determination of annual task is not reasonable and the absence of the normal examination system.This paper analyzes the assessment elements on the basis of the theory of performance appraisal index system,and it clarifies the principle and direction of index design on the basis of transformation of government function and the strengthening of target responsibility.This paper puts forward the performance appraisal index system of "two effects,two innovations" and "two real and one creation",and studies the evaluation procedure and methods after the establishment of the index system.This paper puts the substantive characteristics of modernization of national governance,the theoretical connotation and the requirement of improving administrative efficiency to the function transformation of transportation system as the breakthrough points.Then we proposed that the countermeasures and suggestions for further improving are as follows: the standardizing and perfecting the procedure method of examination work;Establish the evaluation index system that leads the scientific development;make a evaluation system which has a fair procedure,clear standards and scientific method;establish a long-term incentive and restraint mechanism which linked the evaluation results to the appointment of cadres. |
