Target responsibility system of assessment is the government departments work performance evaluation, since the last century 80's in the application of government departments, has been widespread concern in the community. Government as a public sector with the general nature of the enterprise is not the same, it is diverse, as a whole is responsible for a variety of complex public affairs, but also to achieve various economic indicators, public sector has gradually been divided into many specialized structural causes, also make the public sector has increasingly become a monster. Therefore, how to better the monster assessment, the results of the assessment how can get maximum play a role, and improve the efficiency of serving the people is closely related to, and has very important significance to promote the sustained and healthy development of the economy and social undertakings.Through the background of writing, literature review, research content, framework, the use of research methods, define the concept of local government, performance, performance assessment, assessment principles and performance management, etc., this paper discusses the performance management theory, new public management theory and principal-agent theory and other related theories. In Xi'an Chang'an District City, the overall situation and the office of Chang'an as an example, describes the procedures and methods of examination management, from the basic contents, assessment of the target responsibility system management organization, index, index classification, method and steps of the specific description of the whole process of the nuclear test in 2014, and find out the problems existing in the process, to explore the new practice of performance management at the beginning of 2015, eventually found the quantitative indicators of our grass-roots local government target responsibility assessment management setting is not scientific, non quantitative indicators of the evaluation criteria is not clear enough, the index set the degree of public participation is not high enough, the usual assessment and year-end assessment combined closely enough and other common problems, through the analysis of the causes of them, finally formed from establishing a scientific evaluation system, a reasonable set of indicators, strict management accounting, performance appraisal, focus on comprehensive analysis to strengthen the assessment, strengthening the daily difference of dynamic assessment, daily assessment and year-end appraisal, strengthen the effective combination of team construction, strengthen the evaluation results using nine aspects put forward countermeasures suggestions and measures.Chang'an District City, Xi'an from 1985 began to try to carry out target responsibility system assessment management, and achieved some research and promotion experience, at the same time this thesis through the study of the Chang'an District target responsibility system assessment management practice, and also study the further strengthening of the target responsibility system assessment management measures, including strengthening the rules and regulations, establish and improve the performance evaluation index system.
