Study On The Difference Of Performance Of The First Secretary In The Perspective Of Embeddedness

First secretary in the process of targeted poverty alleviation is that the country tries to solve the problem of the poverty villages out of poverty and a series of arrangements by the external force,residency poverty alleviation will this process is similar to a Mosaic process,embedded the first secretary what do not belong to the village into the village.The process of targeted poverty alleviation is the process that the country to allocate or use resources in a specific way to enhance the adjustment and embedding of rural society.In this study,the embedding logic of the first secretary in the poverty alleviation process in the village was analyzed by using the‘embeddedness' perspective.Mainly used empirical approach,extracted several villages in Shanxi Province as samples,through interviews and field research,collected relevant data.The first secretary of the village residency poverty alleviation effect comprehensive comparison,will study the relationship between first secretary and their performance,and found effective factors that influenced the first secretary of the residency poverty alleviation work.The main parts are divided into four parts:The first part will analyses the social background and the policy target of the first secretary in the residency poverty alleviation.And from the angle of the state and society,discusses the necessity of this kind of political behavior and the possibility of policy goal deviate from the expectation and reality.The second part is based on the empirical research,the sampling of the first secretary of the village residency elaborates the basic situation of poverty alleviation will work of positive and negative of different types of first secretary of the anti-poverty practice process and result analysis.The third part based on the embedding theory analysis,first secretary in the poverty alleviation effect factors: based on embedded sexual culture andcognition,analysis about the personal values and goals of the first secretary of the residency of the poverty alleviation will influence;The influence of the strong and weak relationship between the first secretary and the rural actors such as the dispatched unit,township government,village cadre and villager is discussed.And based on the principle of reciprocity,first secretary for the funding of social relations resources and behavior bring first secretary of the policy for poverty alleviation resources residency poverty alleviation will impact the balance between or not.The fourth part summarizes and discusses the factors that affect poverty alleviation in the village,and puts forward optimization suggestions for the first secretary to further embed the poverty-stricken village.
