To evaluate the impact of the "First Secretary" social capital on its job performance,and make reasonable suggestions for the optimization of the performance evaluation mechanism of the "First Secretary".Based on the analysis of social capital theory,the four elements of the "first secretary" social capital are determined from the three dimensions of structural capital,relational capital and cognitive capital.The assessment data of the "First Secretary" performance of the three counties in 2017 and 2018 were extracted,and the relationship between each factor and job performance was evaluated by factor analysis.Data research shows that the elements of the "first secretary" social capital have a significant positive impact on their performance.The implementation of the "First Secretary" system in the field of precision poverty alleviation helped to effectively open up the "last mile"of precision poverty alleviation and poverty alleviation.Based on the theory of social capital and fieldwork,combined with the data of the performance evaluation of the"Tirst Secretary",the results show that the use of "first secretary" social capital has a significant positive impact on the performance evaluation results.However,the irrationality of the "first secretary" performance appraisal system has also affected the"first secretary" to some extent to hinder the differential use of social capital.Optimizing the "first secretary" performance appraisal system,giving full play to the positive role of social capital,has become an important support for the poverty alleviation workers to stand out from poverty and attack the last class.
