Research On The Influences Between First Secretary And Village Secretary In Poverty Alleviation

With the in-depth development of poverty engines,the difficulty of the poverty alleviation work is more and more tough,the countries are advancing the new model of poverty alleviation mechanism,first secretary of the dispatching residency is poverty alleviation poverty alleviation and development in China will be completed an innovation measure overcome difficult,since 2015,Jiangxi province government is funding,weak distractions village,village send first secretary of the collective economy is weak,the jinggangshan city also to the city's first secretary of the village dispatching,realizing a complete coverage of the first secretary of the party,takes office,first secretary of the work,cooperate with the secretary of the village,has an important relationship.Therefore,this paper conducts a survey on Qujiang Village and Dayashan Village in Dongshang Town of Jinggangshan County,references the theoretical research on poverty alleviation of village secretary and first secretary in China,takes the theory of national governance and grassroots autonomy as the relevant theoretical basis,and adopts the methods of questionnaire survey,in-depth interview and visiting the masses to carry out field research.Based on the results of poverty alleviation,the first secretary and village secretary of dongshang township in jinggangshan city were explored from the aspects of poverty alleviation measures,industry and effect,and the further optimized measures were obtained.This study draws the following conclusions: first,the first secretary,through his own resources,through external means to help poor villages out of poverty,plays a guiding role in poverty alleviation exogenous;Second,the village secretary represents the internal governance force,has a good mass foundation,plays a leading role in poverty alleviation endogenous role;Third,adhere to the combination of endogenous and external forces,and work together to achieve the ultimate goal of poverty alleviation.Fourthly,based on the in-depth investigation and study of the case points,there are some problems in the practical work of the first secretary and the village secretary in qujiang village and dayashan village.The enlightenment and reflection obtained are expected to provide help for the theoretical research on the relationship between the first secretary and the village secretary in China.
