Research On The Function Transformation Of "First Secretary" In Wanwo Village Of Pingshan County Under The Background Of Targeted Poverty Alleviatio

Winning the battle against poverty is a major strategic plan made by the central government with a view to the overall situation,and it is the most urgent and arduous task of achieving a comprehensive well-off society on schedule.In 2013,President Xi Jinping proposed a precision poverty alleviation strategy aimed at solving the most prominent “shortcomings” of poverty alleviation for the rural poor.The focus was to solve the problem of “who is supported,who will help,how to help,and how to retreat”.The system of sending excellent party members and cadres to poverty-stricken villages to serve as the "first secretary" has a long history,shouldering heavy trust in the critical period,which has become an indispensable link for grass-roots management and service.On the basis of in-depth investigation and Research on the front-line,combined with the actual situation,classified implementation of policies,serving the grass-roots and helping to get rid of poverty,and achieved good results.This article analyzes the case of wanwo village in Pingshan County,Sichuan Province with a case analysis method,uses public management and public service theories to study the transition of the "first secretary" function in the context of precision poverty alleviation.Through direct participation,interviews and surveys to understand the effectiveness of precision poverty alleviation work in Pingshan County,and use system analysis to integrate theories and cases,It is concluded that the sustainable development of the "first secretary" system in the village will play an important role in the future social management at the grassroots level.This paper mainly includes six chapters: the first chapter is the introduction,which mainly explains the research background,purpose and significance,related research literature review,case typicality,research problems and content of the article,and constructs the concept definition and theoretical analysis framework;the second chapter mainly describes the case of wanwo village in Pingshan County,Sichuan Province,and explains the implementation of the "first secretary" system in the village The third chapter analyzes the change of the work content of the "first secretary" in the village by using the positioning theory,and points out that the change of the work content inevitably leads to the change of the function;the fourth chapter analyzes the change of the management mode of the "first secretary" in the village by using the new public service theory,and expounds that the change of the management mode is necessary to conform to the change of the function The fifth chapter uses the benefit principle to confirm the work effect of the "first secretary" in the village,and explains that the change of the work goal promotes the transformation of the function of the "first secretary" in the village to meet the current work requirements;the sixth chapter studies and summarizes,improves the Countermeasures for the transformation of the "first secretary" in the village,and puts forward constructive suggestions for the next transformation of the "first secretary" in the village.In the new era,helping the village's "first secretary" to make change on the function,play to the advantages of the system,and resolve various problems in the process of practice,by the theories of new public service management,target benefits and so on,prevent poverty alleviation and return to poverty,further improve the people's happiness index,and play a more important role in the rural revitalization stage and any future phased plan.
