After the "SARS" event in 2003,the party and the state have begun to pay attention to emergency handling of emergencies.The Henan Polytechnic University opened the country’s first emergency management major in 2005,for the domestic various emergency management in colleges and universities cultivating professionals created the precedent.After the other colleges and universities,such as,Jinan University,South China Agricultural University,China Criminal Police University also have set up emergency management specialty.In 2007,the law of emergency response and the promulgation and implementation of the corresponding laws and regulations provide the legal guarantee for the response and disposal of emergencies.Under the background of continuous development and maturity of emergency management,emergency policing has been concerned by scholars,mainly because in the government emergency management system,public security organs play an indispensable role in dealing with emergencies.The gradual formation system of personnel training for emergency management in Colleges and Universities,compare with this,the training of emergency police personnel is still a weak point in the study of the current academic circles.Public Security Colleges and universities are the bases for training special police personnel.The system of police emergency professional courses in public security colleges construction is the target of the carrier for the cultivation of Public Security Colleges of police emergency specialized personnel,is the key to improve the quality of Public Security Colleges and rich educational content,not only help to further promote the development of emergency police discipline,expand public security construction field of science,but also conducive to promoting the development of the theory of emergency management.The first part of this article is an overview of the curriculum system of emergency police major.First,it explains the basic concept of the basic concept of emergency policing and the basic meaning of the related theories.Secondly,it makes a detailed analysis of the importance of the construction of the emergency police professional curriculum system by the definite orientation of the emergency police service and the target of talent training.Emphasizing the construction and development of emergency police major,the scientific planning of the target of talent training is the basis of its curriculum and system construction.The second part,taking Hubei University of Police’s emergency related courses as an example,explores the current situation of its curriculum structure and course contents.Incombination with the current investigation and research of some public security colleges and universities that set up emergency management related courses.The analysis found that the main reasons for the current situation of the major curriculum system of emergency police in most public security colleges are:lack of discipline orientation,lack of professional teachers,lack of training resources,and importance of curriculum system construction for emergency policing.The third part discusses the necessity of constructing the curriculum system of emergency police major in public security colleges and Universities.Four aspects are analyzed from the following aspects:the development situation of international emergency management education,the inherent needs of theoretical research on emergency policing,the practical needs of the connotation of police colleges,and the realistic choice of China’s talent demand for emergency policing.The fourth part concretely puts forward the idea of constructing the curriculum system of emergency police specialty in public security colleges and universities.From the two aspects of the macro and micro aspects,on the macro aspect,the principle of course system construction is discussed from the direction principle,the scientific principle and the adaptability and so on.On this basis,specific design ideas are put forward from microscopic aspects such as course objectives,curriculum contents,curriculum types,curriculum implementation and curriculum evaluation. |
