| Critical incidents referring to public events are difficult to predict in advance. Its effects are of a wide range and pose a serious threat to the society. Ever since human history, the society are under constant threat of various unexpected events. In modern society, the occurrence of unexpected events has become a common phenomenon. In particular, as the process of modernization, economic globalization, the transformation of social structure, and the impact of human spiritual culture, critical incidents become more frequent and complex, increasing its harm to the society and gradually revealing a trend of globalization. Therefore, all the governments regard of emergency management on the agenda. Due to the long historical reasons and background, there are potential crisis that affect social stability in our political, economic, cultural and other fields. Local crisis in each area are likely to lead to full-field crisis, and then evolved into intense social unrest. Frequent occurrence of unexpected events has become an objective phenomenon of our society in the new period. Government, as the representatives of public interest, the executor of public authority who faces with unexpected events occuring in various fields, has the responsibility to take the right measures to improve the ability to respond to the critical incidents and provide good conditions and guarantees so as to enhance the level of emergency management for the successful transformation of society .Although in some areas, the building of our emergency management system has achieved some success, but both the theoretical research and practical application are still in its initial stage. There are still some problems and demerts compared to the developed countries. For example: the sense of crisis is weak, the alert system and response capabilitie of crisis should be improved, the ability of mutual self-help is defective, the legal system is not perfect, etc. These problems should be paid a high attention and solved through lessons.This study comparing to the emergency management system of the United States, Japan, Russia and other developed countries, combining with the current problems of our government emergency management system, puts forward the specific measures of building our emergency management system from the angle of dissipative structure. So that contribute to improve our government emergency management systems, and enhance the ability of our government to deal with various unexpected events and risks in the future. |
