Exploratory Research Of Customs Officers Communication

The communication system of customs officers among different customs departments and subordinated customs is an important means of the renewal mechanism of human resource management,promoting the scientific allocation of the personnel of the customs team,improving the internal coupling degree of the customs administration,and stimulating the vitality and energy of the customs team.Particularly with the rise of the concept of the new public management movement in China,the officers communication systems among customs departments is endowed more connotation,becoming the institutional arrangements and effective exploration of effectiveness and incorruption of customs administration,playing an important role of personnel systems self-coordination and optimization,meaning great significance to advance the scientific and rational personnel structure of customs officers.But in general,particularly with the penetration of comprehensively deepening reform,the difficult problems and weak links accumulated within the practice of customs officers communication especially in front lines have become a major issue to be solved urgently in human resources management of customs.In the means of combination of theoretical analysis and empirical analysis,on the basis of discussing the necessity and feasibility of customs officers communication,the paper takes T Customs as a specific case to deeply analyzing the current situation,unique characteristics,influencing factors,obstacles and causes of customs officers communication at the level of the front line practical implementation with the real data of personnel communication of T Customs in recent 5 years,and the interviews and questionnaire survey of officers experiencing communication.Taking a full reference to internal and external theories of human resources communication of public organizations,this paper proposes that the T Customs should optimize the concrete path of the officers communication practice in four aspects,such as early planning,mid-term implementation,post management and overall planning.
