Research On Function Optimization Of Changzhou Customs Since The Integration Of Customs And Entry-Exit Inspection And Quarantine Department

In 2018,entry-exit inspection and quarantine,including its duties and teams,were transferred from the General Administration of Quality Supervision,Inspection and Quarantine to the General Administration of Customs.Once the two import and export supervision institutions at port are integrated,the function connotation has been deepened and the extension of new Customs has been expanded with the contents such as health quarantine,animal and plant quarantine,food safety supervision and commodity inspection.Changzhou Customs,as inbound and outbound means of supervision body in Changzhou City,plays an important role in safeguarding entry-exit biological security and promoting the local foreign trade and economic development.Through institutional reforms,Changzhou Customs will first innovate its ideology,then integrate and optimize its function,reform the traditional management idea and method,so as to further enhance Customs supervision and management,so as to realize the construction the new Customs in the new era.By adopting literature research method,comparative analysis method and interview research method,this thesis is based on the theory of new public management,service-oriented government theory and government processing re-engineering theory.It introduces related concepts of Customs functions and history,and then it expounds the Customs functions development with the demand of social and economic situation in different periods.The thesis then introduces the Customs supervision status before and after the integration of Changzhou Customs and Changzhou Entry-exit Inspection and Quarantine Bureau,thus to affirm integration effects.The thesis puts forward the existing problems and analyzed reasons referring Customs function optimization after the institutional reform.Last but not least,by learning advanced practice and experience from developed countries,the thesis proposes suggestions from aspects of laws and regulations,Customs supervision,team management,laboratory support,IT application and internal evaluation system.There are 12 figures,1 table and 52 references.
