It is an important and basic component of China’s personnel system for Party and government officials to continuously and vigorously deepen the reform of the cadre evaluation mechanism.Among the numerous administrative organs in China,the customs is responsible for the import and export supervision and management,and has five functions: supervision,taxation,smuggling,customs statistics and inspection and quarantine.In April 2018,the national institutional reform clearly included the basic functions of entry-exit inspection and quarantine under the former AQSIQ into the responsibilities of the Customs.After the transfer,the functions of the former Customs have been expanded,the business scope has been integrated,the personnel structure has been adjusted,and the law enforcement thinking has collided.The new customs team is faced with the difficulties of large number of people,large area,scattered points and greatly expanded business dimension,which poses new challenges for the team management mode.Although the personnel information assessment and evaluation system of the comprehensive management platform for customs team construction has been promoted and implemented nationwide,the specific performance evaluation system for customs supervision and service work still has deficiencies.Formulating a customs performance appraisal system that is not only in line with the characteristics of customs work,but also practical will have a far-reaching impact on improving the quality development of customs supervision services.Based on Lanzhou customs as the research object,this paper adopted the methods of literature review,depth interview,questionnaire survey,in full consideration comprehensively deepen the reform of the customs work requirements and customs on the basis of the basic characteristics of vertical management,government performance management theory,incentive theory and organizational culture theory,combined with practical experience in the work,The overall situation and existing problems of the application of "Trinity" personnel information assessment and evaluation system in Lanzhou Customs are deeply analyzed,and the existing problems are found as follows: Lack of understanding of the importance of assessment,single subject of assessment,low accuracy of assessment content reflecting the actual workload,assessment indicators is easy to deduct points and difficult to add points,which is not conducive to promoting work initiative,and the application of assessment results does not play an effective incentive effect.The author also analyzes the causes of the above problems.Finally,from the four aspects of value system,organization system,index system and system environment system,this paper puts forward the optimization scheme of Lanzhou Customs civil servant performance appraisal system,and puts forward suggestions for improvement.This study focuses on the establishment of a perfect performance appraisal system,guide civil servants to base themselves on their posts,take on dedication,and further promote the quality and efficiency of customs work.In order to better adapt to the new era,new tasks and new requirements,it plays a positive role in building a modernized customs team,exerting customs functions and promoting the development of export-oriented economy.
