Establishing an efficient and systematic training mechanism for training community volunteer is the requirement for protecting volunteers,rights and interests as well as the necessary obligation of community volunteer organization.Under the guidance of organization theory and social operation mechanism theory,through interviewing method,this article conducted a deep interview among 10 responsible persons and volunteers of community volunteers in Jinan;through questionnaires method,this research conducted a survey among 390 community volunteers in Jinan.On the basis of analysis of data,this article concludes the status quo of community volunteer training mechanism in Jinan,thoroughly analyzes the multiplied factors influent community volunteers training mechanism,the problems and causes of current social volunteers training mechanism and finally proposes the corresponding countermeasures and suggestions.On the basis of above,this article tries to establish a organization and training mechanism for community social volunteers.the last part of the article discusses the possibility of establishing community volunteer training mechanism,the participation status of manpower in training mechanism and internal mechanism of occurring of organizational training mechanism.The research found that the training mechanism of community volunteers in Jinan has not been established yet.Its development are as follows:training subjects are diversified;the training object is passive,"seeking skill" rather than "seeking development",the training content is mainly carried by the project;establishing projects are based on matters and traditional training method takes up the majority;evaluation on efficiency of the training and training are too subject;evaluations are mainly "self-test" and "test others";the environment for policies and mechanism is not mature;Meanwhile,macro policies,social and cultural environment,community volunteer self-development at medium-level,manpower at micro-level will influence the establishing and long-term operation of community volunteer training mechanism;nevertheless,there are problems like the following:evaluation of training needs lack of standardization;they play at the training plan;"train subjects are absent" during the implementation process of training program;the motivations of training are not pure,thus resulting high mobility;training content are disjointed with actual contents;training method is one-folded;the evaluation of the training are not scientific.On the basis of above,it proposes the measures of the following:Improving mechanism and cultural environment,strengthening self-development of the organization,improving training system All those are adopted to push the long term operation and development of training mechanism.From the perspective of self-organization theory,the training mechanism can be seen as an organic system which is non-linear,multilayer and multi-factors.The evolution of system from disorder to order shall break self-balance state,become fully opened and change the material and energy with the external environment.Thus,the negative entropy of external input can neutralize the internal entropy increase,which makes order development of the system possible.During this process,it is the key to the evaluation of the system through the interaction and synergic relationship between the self structural system of the system,the external environment and accompaniments of the system.The improvement and development of community volunteer training mechanism not only matters the quality of voluntary service but also highlights the internal path of evolution of the "system"from other-organizing to self-organizing.
