The Role Of The Yangzhou Municipal CPPCC Proposal In Participating In The Political Discussion

Since its establishment,the Chinese People’s Political Consultative Conference has played a very important and very special political role in the political life of New China.The proposal is a particularly important part of the CPPCC’s performance and is the only detailed CPPCC report in the annual"two sessions" CPPCC work report.The consultative democracy embodied in the CPPCC proposal has the characteristics of directness and non-node,which play a significant role in the superiority of the CPPCC system to realize its functions.In recent years,with the deepening of reform,all aspects of economic and social development in Yangzhou have witnessed rapid development.In 2016,its GDP reached 444.94 billion yuan,with an increase of 9.4%.General public revenue reached 34.53 billion yuan,with an increase of 2.5%.These achievements have provided an important material basis for the work of Yangzhou CPPCC.Since the first meeting of the Seventh Yangzhou CPPCC Committee,the CPPCC members put forward many proposals which have high reference value,strong pertinence and maneuverability,playing an important and positive role in the promotion of the economic and social development of Yangzhou.However,we have to face the current problems such as some CPPCC members lack the sense of performance,the quality of the proposal need to be improved,the reply is not comprehensive,the publicity of proposals are still not adequate,the implementation need to be strengthened and so on.This article selects Yangzhou CPPCC proposal as the research object,sort out and briefly evaluate the status quo of domestic research,proposed the research issues of this paper.Based on the theory of public management,this article describes the current situation of the proposals in the government and state affairs since the first session of the Seventh CPPCC National Committee,as well as the impact on the government decision-making.It further examines the problems raised by CPPCC proposals in handling,handling and tracking issues.Objective and subjective factors on the analysis of its causes;proposed include CPPCC members to perform their duties motivation to improve the quality of proposals to improve the proposal service,to increase the intensity of the proposal to implement such initiatives.
