Ability To Promote Research In The Vilages And Towns Government Governance

With over 30 years of reform and opening up,the rural economic society in China has been developed rapidly.Undoubtedly,it is the results of the combined action of multiple factors.But it is no doubt,the government’s strong governance ability plays the irreplaceable leading role.Of course,currently,the rural politics,economy,culture and other aspects in China are totally different and new.Governments at all levels of effort is indispensable.the high level government representing by the central government plays a vital role,However.the town government which is most close to the broad masses of peasants also plays an important role.In recent years,the achievements have been achieved in each undertaking of the town government.System and mechanism have been perfected gradually,and the governance ability rises constantly.With the rapid development of economy,a lot of problems of town government are exposed,which severely impacts the existing town government governance system in China,and particularly,it challenges the governance ability of town government greatly.Therefore,in order to improve the governance ability,the town government in many regions in China have started to introduce governance revolution and learn and use western governance theory as reference since the last century.However,in recent years,the concept of governance has been highly concerned by the party and the government in China.In the Third Plenary Session of the Eighteen held in 2013,it pointed out that the general objective for comprehensively deepening the reform is to complete and develop the socialist system with Chinese characteristics,and to promote the modernization of the governance system and governance ability in China.It makes the governance theory move toward practical level from academic palace,and meanwhile,the direction is also indicated for improving the social governance ability of the town government in China.In the exploration of improving the governance ability of town government,the systematic thinking on the current situation of the governance ability of the town government in China is carried out in this paper through starting from the perspective of public administration management systematically and thoroughly and comparing the difference of the town government governance between China and western countries.and the actual situation analysis on the governance of town government in aregion of China.Some problems which mainly restrict the improvement of governance ability of town government in China currently are summarized,such as backward governance modes,simplification of governance subject,and shortage of governance professionals,and moreover,the problems are analyzed.Lastly,aiming at the existing problems,the countermeasures and suggestions on improving the governance ability of town government in China are proposed based on analyzing and referring to foreign governance theory and more than 30 years of experience since China’s reform and opening up.
