The Study On The Modernization Of Local Government's Governance Capability

As the basic part of the administrative system of our country,the level of modernization of governance capacity directly influences,to some extent,the extent to which the national governance capacity and governance system modernize,and has a basic position in the process of national modernization.Faced with the requirements of the time development and the growing people's willingness to participate in politics.Accelerating the modernization of local government governance capacity,improving the efficiency and effectiveness of government governance,which have important significance to achieve sustained and stable economic growth and social development under the new normal economic condition,which are also important to ensure social harmony.It is of great significance to enhance people's sense of well-being and gain.The article begins with the meaning of governance,and studies the background and historical evolution of the modernization of local government governance capabilities,additionally combines with the actual conditions of Zibo City,analyzes the shortage and weakness existing in the process of local government governance capacity modernization,including: the insufficient of modernization concept;the implementation of the principle of democratic centralism is not in place;the insufficient of impetus to promote governance modernization;the inadequate of application of information management techniques in the governance process;the construction of think tanks lags behind;the weakness of the level of modernization of civil servants' governance capacity.In order to solve the above problems and promote the modernization process of local government governance capacity,the article starts with a series of targeted measures based on the actual conditions of Zibo City,starting from the following five aspects: concept awareness,laws and regulations,government's own promotion,social participation governance and deepening the reform of the government's system.A series of targeted measures are proposed: establish the concept of modernization of local governments;establish relevant laws and regulations,supervision and accountability and performance evaluation mechanism;improve the level of modern governance for civil servants;strengthen the application of information technology in government governance;introduce social participation governance models and implement super-ministry system reform,etc.
