| General Secretary Xi Jinping pointed out that adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity are major issues related to the prosperity of the party and the country,the long-term peace and stability of the country,and the happiness and well-being of the people.Grassroots social governance is an important pillar of national governance.At present,M Town is in a critical period of transformation and upgrading development and an important stage of in-depth adjustment of industrial structure,accelerated urbanization,and comprehensive strengthening of social construction,and there are many contradictions and problems encountered in development,exposing many shortcomings in the governance system and governance capabilities,and we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,innovate ideas and pragmatic measures,accelerate the construction of a township social governance system that meets the town conditions,complete system,and operate effectively,and fundamentally enhance the social governance capabilities of grass-roots governments.This thesis aims to actively improve the social governance capabilities of grass-roots governments,takes M Town as an example,thinks from the perspective of grass-roots governments,analyzes the problems existing in improving the social governance capabilities of grass-roots governments in M Town through research and interviews,and puts forward countermeasures and suggestions for optimizing the social governance capabilities of grass-roots governments in M Town by using service-oriented government theory and collaborative governance theory,mainly including establishing a professional social governance concept and abandoning the traditional old concept of social governance;clarifying the role positioning of grass-roots governments and strengthening the internal governance reform of grass-roots governments.Clarify the basic functions and scope of self-responsibility of grass-roots governments;change the service concept of public servants,improve the working methods of grass-roots public servants,strengthen the professional ability,ideological construction,and service concepts of public servants;clarify the boundaries of power and responsibility of grass-roots governments,and gradually realize the matching of powers and financial powers,and the unification of powers and responsibilities;coordinate and integrate social governance resources,make full use of social governance resources,and provide better public services;reserve and enrich talent resources,and recruit outstanding talents to participate in the social governance team Increase the fiscal revenue of grass-roots governments to better provide public services for grass-roots governments;advocate voluntary social governance tools,carry out public services through volunteers and community organizations;make full use of guiding social governance tools to guide mass autonomy;correctly use mandatory social governance tools to reduce unnecessary conflicts in the process of administrative law enforcement. |
