At present,with the development of economy,the basic-level governments in our country have gradually formed a group of powerful economic towns.But the development of these powerful economic towns has often limited by the unequal mechanism of powers and duties,which forces government to take the power expansion as the measure of reforming the executive and administrative system to restructure the relationship of personnel,finance,administration and others between town and county,to meet the development demands of politics,economy,culture,environmental protection,society and others of well-developed town,and to enhance the governance capability of town government.Based on the reform practice of the executive and administrative system in Suncun Town,Fanchang County,Wuhu,Anhui Province,this paper attempts to explore the effect of power expansion reform on the governance capability in Suncun Town by means of interview,investigation,research,and relevant data collection and analysis.Therefore,we can find that power expansion reform that has brought changes of personnel power and finance power has played an active role in promoting the governance capability in Suncun Town.However,the reform in the actual operation has also caused some new problems,including the partly unimplemented reform policy,the lagging construction of relevant system,the alienation threat of power,and the personnel quality without meeting the requirements,etc.,which has brought an negative influence on the further improvement of the governance capability in Suncun Town.In view of the existing problems,this paper puts forward some concrete solutions.Firstly,unifying the ideology and improving the distribution system of the interests in town,county,and city;Secondly,enhancing the acknowledgement of power legitimacy and strengthening the construction of administrative capability;Thirdly,integrating the internal power relations of the government to improve administrative efficiency;Fourthly,perfecting the power supervision mechanism and strengthening the construction of the ability to regulate system;Fifthly,improving the overall quality of the personnel and reinforcing the construction of work team. |
