| Public institution is a form of organization which is unique to China.Serving as an essential supplement and support of the government’s administrative function,it plays an important role in providing public services and goods for our society.It is hugely-numbered and intricately-structured.As a result,public institution reform outweighs in China’s general reform of economic and administrative system.Among which,personnel system reform is a priority,yet distribution system reform is the priority among priorities.During these years,to promote public institution reform,China has taken a series of reforming measures covering institutions’ structural system,personnel system,and payment distribution and so on.Under such circumstances,this essay centers on performance evaluation and payroll distribution system.Through studies on literature material and reform papers,this essay also refers to comparison of reform practices in relevant public institutions.By focusing on the incentive performance-related payment distribution system of a typically symbolic public institution at basic level,this essay points out that the first step is to set a scientific fair performance evaluation system.Based on it,payment distributionsystem could be devised.This essay is guided by human resource management theories of public sector,especially focusing on incentive theory,and takes Jiangsu Institute for Food and Drug Control as an example.Firstly,this essay will discuss current evaluation and payment distribution system in public institutions as well as their deficiencies.Furthermore,combined with both contemporary theories on human resource management and the institute’s actual state under the whole framework of public institution reform,it will utilize human resource management theories including work analysis and performance evaluation.A new performance evaluation and payment distribution system will be devised.Finally,by case study this essay will probe into strategies about performance evaluation policies in public institutions.It is hoped that this essay could be a useful reference for similar solutions in public institution reform. |
