Current China is experiencing a transform from one of planned economy to the modern society of diversified socialism market economy, The expectation of society to Public Institution is very high, but the ability of Public Institution's effective response is obviously short. Economy of market turn, government of small scaled turn, society of diversification, and the citizens' realization all come to call our country's Public Institution ushering to the scientific management principle, exalting management efficiency. The human resource is a kind of special resources to be subjected to the value more and more, and the core management of the human resource management also gets more and more concerns, because how abundant employee's knowledge is, or how superb the technical ability is ,or how regular the work attitude is, have no results or the low results levels is not persuasive, all this is decided by whether performance evaluation is valid or not implement, Public Institution performance evaluation is a newly -born subject arising with the revolution of modern public management science. This text sets out from the basic theories and basic concepts of the performance evaluation, passing to all-directions analysis to Public Institution performance evaluation, trying to put forward the general regulation of Public Institution performance evaluation which can match our country to open the exhibition business unit performance evaluation mode of concrete circumstance. Thus for the improvement of our country the results condition and the service levels of Public Institution I will make some trial researches.This text mainly is divided into four parts. The first part is to Introduce Public Institution and basic concepts of performance evaluations. The second part is to Introduce Public Institution performance evaluation in the necessity and the possibility of the existing problem and valuation;The third part is to Introduce contents of Public Institution performance evaluation's, the value standard, index sign system, corpus and basic method. The forth part is to analyses the characteristics of and errors in the performance evaluation of Huaiyin Teacher College, put forward measures for error correction and performance evaluation, thereby makes a strategy for the effective implementation of the performance evaluation of public institution. .
