Performance evaluation is an effective way for the organization to achieve management objectives and it plays a key role in organization management. Currently, the theories and methods of the performance evaluation are widely used in enterprises and institutions.Firstly, this paper defines the concept of administrative public institution and discusses the performance evaluation, salaries, and the excitation mechanism which provides theoretical reference for the paper. Secondly, this paper analyses problems in managers and employees among administrative institution reform in Taiyuan and employee performance appraisal system: lack of scientific understanding on performance appraisal, no specific performance appraisal index, performance appraisal and compensation system is not closely linked, formalism in performance assessment, backward and traditional assessment methods, the lack of incentive role of performance assessment, the lack of communication and feedback in performance assessment process. Then it investigates the influence of institutions properties, assessment criteria, indicators, and outcome, management system on performance appraisal of administrative public institution staff. By using the balanced scorecard, the key performance index, and 360 degree assessment method, the performance evaluation model is constructed in eight aspects: purpose, principle, main body, object, content, procedures, results and feedback, application of the results. Thirdly, the performance evaluation model is refined into operational assessment scheme which highlights the combination of qualitative and quantitative analysis, the combination of the usual assessment and year-end assessment, the combination of assessment results and compensation. Finally, this paper put forward specific recommendation and suggestion to ensure the implementation of the assessment program.
