| Performance evaluation is always an important aspect and difficulty for human resource management of public institution. Owing to the importance degree of performance evaluation in human resource management, the research of human resource management in enterprise is systemic, mature and thorough. The theory performs a very strong action to the practice.In our country, the public institution also attached importance to the performance evaluation ,but with the complexity of the environment, the scientification of management, the performance evaluation, including the methods, standards, contents, programs, does not meet the need of human resource management in public institution of our country .How to solve those problems and improve the human resource management in the public institution is a significative task.This paper began with theory of the performance evaluation and introduced the scientific methods of the performance evaluation. Then, talked about the necessity and exigency of the public institution building and perfecting the performance evaluations system, and pushing the Enterprise-modeled Performance Evaluation. The paper also analyses the existing problem of the performance evaluation in the public institution from the many aspects, such as the method, the standards, the efficiency and reliability of the evaluation. With those analyses, the author proved the necessity of practicing the Enterprise-modeled Performance Evaluation again. Then, the author put forward the way and the countermeasure of practicing the Enterprise-modeled Performance Evaluation. At last, the paper using a case , proved the problem which the paper said. The case analysis told us that we need the Enterprise-modeled Performance Evaluation to solve the problem of the performance evaluation in the public institution. We hope that, through the practice of the Enterprise-modeled Performance Evaluation, we can promote the scientification and increase the efficiency of the performance evaluation in the public institution. |
