A Study On The Public Satisfaction Of The Public Cultural Service Supply Of County Government

Public cultural service is one of the important contents of public service.With the acceleration of the transformation of government functions,the supply of public cultural services is paying more and more attention to efficiency,and the cultural demand of the public is increasingly diversified.The realization of the supply-demand connection of public cultural services and the improvement of the imbalance are the important guarantee to improve the efficiency.Therefore,the investigation and study of public satisfaction with public cultural services can provide the basis for the government to improve cultural policy and cultural level.On the other hand,every citizen has cultural rights and interests,and public cultural services are also the embodiment of social equity,which requires that public cultural services not only pay attention to efficiency,but also focus on equity,and promote the equalization of public cultural services.In China,the county level government governs more than half of the population,while the county level government connects the grass-roots and higher level governments,which is the key point of grassroots governance.In the work of county-level government,promoting the level of public cultural services has always been a major difficulty,which is mainly due to the weak governance ability of county-level government,the backward talent team and the lack of a sound public opinion feedback mechanism.Paying attention to and studying the public satisfaction of public cultural services in the county can provide a new way for the county government to solve the problem of cultural services.In this context,this study will be based on the perspective of public satisfaction,taking Dawu County of Hubei Province as an example for empirical analysis,to study the current situation of public satisfaction of public cultural services of county-level government and its influencing factors,to provide a reference for the development and improvement of grass-roots public cultural services.Based on the new public management theory and customer satisfaction theory,combined with the current research results at home and abroad,this paper reasonably selects the county-level government public cultural service satisfaction index and influencing factor index.According to the hypothesis,the satisfaction model and the influencing factor model are constructed,and the questionnaire is designed.The questionnaire was sent out and the valid data was collected by the way of field investigation.SPSS and Amos were used for statistical analysis to complete the reliability and validity test.Through the empirical analysis,we find that the three indicators of cultural facility satisfaction,cultural service content and product satisfaction,and cultural service organization satisfaction can objectively measure the overall public satisfaction of public cultural services of county-level government.At the same time,through the correlation analysis and the establishment of structural equation model,it is found that public familiarity,participation and interest will have a significant impact on the overall satisfaction.From this,we can sum up the current problems in the supply of public cultural services of county government,and according to the relevant relationship in the structural equation model,from the three aspects of familiarity,participation and interest,try to put forward countermeasures and suggestions for improving the level of public cultural services of county government.
