County Public Cultural Service System Research

The important part the system of public cultural services is at the grassroots level.County level is an important foundation for China’s economic development and socialgovernance, county government is a national public cultural service system of urbanand rural fringe, the nexus of the key links covering the county (district), township(neighborhood) and village (community). The county-level public cultural servicesystem is a basic and important part of the public culture is the key link for rural,grassroots-oriented cultural construction.This paper through the search about Songming County, making effort to seeksolutions Songming County Public Culture main supply single public culturalinvestment scale is small, relatively weak public infrastructure, basic public culturalconstruction legal regulations and policies are not perfect, the strategic analysis ofcitizens’ lack of active participation of awareness, lack of public awareness of culturalservices, professional culture of lack of personnel present difficulties.Through empirical research, theory, proposed the building of grass-rootsgovernment at the county level of basic public cultural service system framework,some exploration and research on effective mode of county-level public culturalservice system enhance the ability of local government public cultural services, so theculture construction work more in line with the development of systemic, institutional,fairness, sustainability of public cultural services to the broad masses of the people.
