Study On The Path Of Promoting Chinese Cultural Soft Power Under The Perspective Of The Belt And Road Initiative

The China's dream of a rejuvenating power not only needs to vigorously develop economic construction,improve people's material living standards,but also needs a strong cultural heritage to support the revival of Chinese civilization.President Xi Jinping pointed out: "Without a high degree of cultural self-confidence,without the prosperity of culture,there will be no great rejuvenation of the Chinese nation." At the level of economic development,China has now become the world's second largest economy after the United States.The economic development achievements are obvious to all and the economic development momentum is strong.However,in terms of cultural appeal,cultural development level,cultural diplomacy,and other soft powers,China's current situation cannot be called a strong country.A strong culture is not only a powerful spiritual force for safeguarding national unity and promoting national unity;it is also an important support for China to go global and form international influence and attraction.Therefore,the construction of cultural soft power is an important link to the construction of socialism with Chinese characteristics in the new era.The Belt and Road initiative proposed by Chinese President Xi Jinping has created a good platform for communication of the development of China's cultural soft power,and at the same time provided abundant construction resources.The Belt and Road Initiative aims to establish trade partnerships with countries by strengthening the links between the Asia-Europe and non-continental and nearby oceans.Bring more diversified,independent,balanced and sustainable development to countries,and build a comprehensive,multi-level and conforming communication network.On this basis,cultural exchanges between countries and folk cultural interactions will become more frequent,and the depth of exchanges will be further increased.The process of trade,cooperation and exchanges with countries and peoples of different nationalities and backgrounds will be carried out.The national cultural connotation of China will be enriched,and the sense of Chinese culture will be strengthened.Regardless of the direct cultural ties between countries and people,or the indirect cultural communication through trade cooperation,The Belt and Road Initiative gives China's cultural soft power a huge developing opportunities and room for improvement.Starting from the concept of cultural soft power,this paper elaborates on related concepts,basic connotations,composition,and clarifies the basic concepts and relevant scope of application of cultural soft power.Combined with China's special national conditions,the connotation of Chinese cultural soft power is defined.Then,the dialectical relationship between cultural soft power and The Belt and Road Initiative was discussed,and the relationship between the two was clarified.It was learned that there is a mutual promotion between The Belt and Road Initiative and cultural soft power.The cultural soft power has played a positive role in the cultural exchange environment of The Belt and Road Initiative and the commonality among the people.The Belt and Road Initiative has also created a favorable internal and external environment for the promotion of cultural soft power.In the context of the Belt and Road Initiative,the status quo of China's cultural soft power construction,this paper discusses the current construction and development of China's cultural soft power from the four aspects of cultural system construction,national cultural exchange,public cultural service construction and cultural market construction.As a case study of this article,cooperation of higher education between China and UK focuses on the historical development and basic conditions of higher education cooperation.From the current higher education cooperation between the two countries,it extracts the beneficial parts of cultural exchanges between the two countries,enhances cultural attraction,and promotes cultural pluralism,creates opportunities for the improvement of Chinese cultural soft power,and analyzes the reasons for these opportunities.The last part of this paper,in combination with the current stage of socialist development in China,proposes four paths to enhance China's cultural soft power.The first path is to establish a harmonious and inclusive cultural exchange system through the cultural exchange role of higher education cooperation,the purpose is to build a diverse cultural exchange environment.The second is to provide rich cultural talents for China's cultural industry and career construction through the talent cultivation function of higher education,and actively contribute to the promotion of China's cultural level.And through the international cooperation of universities,enhance the external attraction of Chinese culture.The third path is the exchange of students and teachers between the two countries through the process of higher education cooperation,gradually enhancing the attraction and appeal of Chinese culture,and gradually strengthening the soft power of Chinese culture.The last path improves the cultural industry through the improvement of cultural industry construction,and provides rich construction resources and promotion channels for China's cultural soft power.
