Research On Policy Evaluation Of Public Cultural Services In Southwest China Based On Content Analysis

In the new era,public cultural services are one of the important contents of the people 's longing for a better life.As a guarantee for the government to fulfill the functions of public cultural services,the policy indicates the direction for the development of public cultural services.Under the strong “policy driven” color background,policy itself is an important factor in the development of public cultural services.Needless to say,under the guidance of the national public cultural service policy,China 's public cultural service development has achieved significant results over the past 10 years,but it is undeniable that there are still persistent diseases such as low efficiency of public cultural services,misalignment of supply and demand,and inadequate policy implementation It is particularly prominent in the southwestern region where economic and social development is backward.Therefore,focus on the public cultural service policies in the southwest region,evaluate the content of the policy,find and solve the problems in the public cultural service policy itself,so as to promote the high-quality development of public cultural services in the southwest region.This study takes the public cultural service policy in the southwest region as the research object,on the basis of clarifying the core concepts and normative theoretical research,uses the content analysis method to sort out the main characteristics and evolution trends of the public cultural service policy in the southwest region,and uses the analytic hierarchy process to construct The evaluation index system of cultural service policy,based on the evaluation index system of public cultural service policy,evaluates the public cultural service policies of five provinces(autonomous regions,municipalities directly under the Central Government)in the southwest region,and finally uses the theory,content and empirical results to find problems and proposeCountermeasures.This research is divided into four parts: introduction,theory,empirical,and countermeasures,with a total of 8 chapters.Introduction(Chapter 1): Identify research questions,clarify research significance,sort out the domestic and international research status,put forward the research focus and research ideas of this research,point out the innovation and difficulties of this research;Theory(Chapter 2-Chapter Chapter 3): One is to define public cultural services and public cultural service policies;the second is to elaborate on policy instrument theory and policy coordination theory,to explore the applicability of the theory to public cultural service policy evaluation,and to build a public culture The content analysis framework of service policy;the empirical articles(Chapter 4-Chapter 6): One is based on the three dimensions of policy content framework-characteristics-trends to review the public cultural service policy in the southwest region,and summarize the public cultural service in the southwest region The content framework,overall characteristics and evolution trend of the policy;the second is to use the content analysis method,combined with the theoretical analysis framework,to establish a public cultural service policy evaluation index system,with the aid of the analytic hierarchy process,measure the index weight,and explain the operability of the evaluation index Measurement;three is to use region,and put forward countermeasures and suggestions.The research conclusions of this study are as follows:(1)From the perspective of management,public cultural services are essentially public cultural institutions to meet the needs of the people to read and read newspapers,listen to radio,watch TV,watch movies,watch performances,participate in cultural and sports activities and free The sum of management behaviors and policy systems that use public cultural facilities and other basic cultural needs to provide public cultural products and services.(2)Based on policy tools,public cultural service policies are divided into supply-type public cultural service policies,environmental-type public cultural service policies,and demand-basedpublic cultural service policies.Based on this,this study has constructed a public cultural service policy Content framework.(3)The public cultural service policies in the Southwest show different degrees of dependence on the three types of policy tools.The degree of dependence decreases in the order of supply,environment,and demand.In order to guarantee basic needs and realize cultural rights and interests,we must promote resource subsidence and equal service as the baseline,and implement resource integration and digital service as a breakthrough.(4)Starting from the content of the public cultural service policy itself,following the principles of scientificity,systematization,and operability,the public cultural service policy evaluation index system is constructed from three aspects: strength,perfection,and coordination.(5)Use the constructed indicator system and encoded quantitative data to evaluate the provincial public cultural service policies of the five provinces(autonomous regions and municipalities)in the southwest region.The evaluation results show that the final score of Chongqing is the highest,indicating that Chongqing 's public cultural services The policy is relatively mature.In the three dimensions of policy intensity,policy integrity,and policy coordination,Chongqing has the highest policy intensity score,Sichuan Province has the highest policy integrity score,and Tibet Autonomous Region has the highest policy coordination score.(6)In order to achieve more ideal policy goals,public cultural service policy makers in the southwestern region should accurately adjust the internal structure of supply-type policy tools,enhance the operation level of environmental-type policy tools,and increase the use ratio of demand-type policy tools.force.There are two main innovations in this study: One is the innovation of research methods.Try to apply the content analysis method to the research of public cultural service policy evaluation.Domestic scholars' research on public cultural service policy texts mostly stays on qualitative analysis.The lack of combination of quantitative research and qualitative analysis often results in the defects of weak logic and weak theoretical interpretation of research results,and content analysis is used as a text.The combination of qualitative and quantitative research methods can be described as simple and easy to use in public cultural service policy research.This research focuses on the five provinces(autonomous regions and municipalities)in the southwestern region,uses a qualitative and quantitative content analysis method,draws on policy tool theory and policy coordination theory,and encodes and categorizes public cultural service policies based on the content analysis method to implement research methods.Innovation.Thesecond is innovation from a research perspective.From the national level of public cultural service policy research to the regional level of public cultural service policy research.The current research focused on public cultural service policies is in its infancy,and the scale is relatively small.It is mainly based on national-level policy analysis.Policy research based on regions and provinces(autonomous regions and municipalities)is lacking,and is limited to the surface description of the policy,lacking in depth.Level analysis,the depth of research is not enough,this study breaks the limitation of the original study that only briefly describes the policy at the macro level,focuses on the five provinces(autonomous regions and municipalities)in the southwestern region,applies the level analysis method to build a public cultural service policy evaluation index system,and adopts the policy text Analyze and assign quantitative methods to evaluate the content of public cultural service policies in Southwest China and compare the results.At the same time,this study also has deficiencies: it is mainly manifested in two aspects.First,the analysis framework of this study on the content of public cultural service policies is based on the classification of policy tools,and the policy content framework needs to be further improved.In addition,I try to find policy texts as much as possible,but there are many provincial-level public cultural service policies in the five provinces(autonomous regions and municipalities)in the southwestern region,and there are inevitably omissions.In addition,the public cultural service policies selected by this research are limited to the provincial level and are not concerned The policy text at the national level has not been compared at the level;the second is the construction of the evaluation index system of public cultural service policy.This research is based on the classification of public cultural service policy content and based on the framework of the previous evaluation of the policy text.The evaluation index system of public cultural service policy only focuses on the policy content itself,and the selection of indicators is inevitable.
